Im no expert by any stretch, but when I was using Mids lately to try and redo my 43 SS/Invul tank, I just used this:

Each power is explained individually, and better still tells you what Set IO's you can use and even what bonuses the sets give.
If you can hold on to that 1st billion a bit, it'll breed.
The 1st billion is the only billion that's hard. After that, it's more about what to do with the inf coming in.
It sounds like you are trying to plan a build out without using Mids'. Get it at http://www.cohplanner.com/ so you can see what IO sets work in different powers.
Post a build and we can see about improving it from there. Please don't use the long forum export. Please include the data chunk.
Zephyr works in any travel power including Sprint... however it's no longer worth the slot cost now since it's values were cut a couple of issues ago. Originally it gave (from memory) just under 2% E/N def for two slots, now it gives ~0.6% E/N def for two slots. I no longer recommend slotting it for typed defense.
You should be able to get the Reactive pieces for around 5 million per IO provided you have patience and get level 30-35 recipes. If you insist on 40's expect to pay upwards of 30-40 million each... and the difference between slotting 30's and slotting 40's is under 2%... heck, 25's are just slightly less than 2% lower total enhancement than 40.
Kinetic Combat is expensive... I haven't checked prices recently but last month they seemed to go for 40 million - 150 million depending on the recipe. Look over your build and decide if they're worth it to you... but remember that you get the same benefit out of two sets of Smashing Haymaker that you do out of one Kin Combat... and those two sets of SH will cost a fraction of what you'd pay for a single Kin Combat IO.
For all PBAOE attacks I'd go with 3-4 Eradication and then possibly finish off with Scirocco. Juggle the individual IO's to get your maximum benefit... the Eradication Quad for example is extremely expensive; I skip that one and make it up on other enhancements.
A billion is more than enough to build a kick *** Invuln; you won't get purples but you'll get a really nice build. One thing you can do is run Tip missions for the A-Merits and redeem those for the really expensive IO's you need in your build. I have 4 level 50's I regularly run tips on and they're slowly filling up my storage racks with LotG 7.5% recharge, Numina & Miracle uniques and other high dollar IO's my other characters can use.

thanks. yeah i have mids, im still working on figuring it out, ive been gone since issue 13 and just recently came back and for some reason me and mids are not getting along about importing builds or exporting builds. i might just be a little too computer illiterate to figure it out but most of it is short on time and dont want to spend a whole night looking at it, but ill try tonight to get it working and get what i need. my basic build is i got all my power in invuln, all of them six slotted, except for the passives which are 3 slotted and unstoppable which is one slotted. i know i probably overslotted there, i dont have taunt six slotted because well its taunt, i never use it that much so never slotted it. i have jab, haymaker, knockout blow and footstomp and lazer beam eyes all six slotted. stam, health, conserve power and the new power from the epic pp three slotted. im still playing with the build and playing with how to make money with the market. when i left the game i was happy with the build but i think now i need to up the defense with the new incarnate trials from what im reading.
anyways, thanks for the help ill play some more with mids and try to figure out how to export a build here for yall to critique.

ok i dont know if this is gonna work but that is the build i came up with that im happy with, might be overkill a bit on defense but i dont really belive in overkill let me know if that build dont work i used the short forum export on mids. any help is appreciated.
I guess I' d have to look at mids in more detail but man your slotting for end needs work. Just to give you a heads up but with my invul/ss I have stamina 4 slotted with performance and a slot of chance for end, plus physical perfection 4 slotted with eficiency, conserve power 2 recharges, and numina regen/recovery and I still carry blues. I haven't slotted miracle + recovery to see if that would help.
crap just realized i forgot to slot stam and health ill have to pull four slots from somewhere.
Hmm, your resistance and defense slotting is...odd. Why would you use the End/Rchg IO even in the passives? It underslots them for resistance and defense to no good purpose. Drop the End/Rchg and use all the def/res pieces instead. For the LotG sets, use Defense, Def/End, Def/End/Rchg and +Rchg. Use the LotG Defense, Def/End and either the Def/Rchg or +Recharge in Tough Hide.
Other slotting issues:
You've exceed the 'rule of 5' for Reactive Armor sets. Pull two slots from RPD and slot it with the Steadfast +Def and a resistance common instead. That will free up 3 slots for Health/Stamina, including the slot you're currently using for the Steadfast +Def in TI.
Dull Pain is underslotted for recharge. I recommend using Doctored Wounds instead, everything but the Heal/End/Rchg.
As is, KoB is underslotted for Accuracy. Since you're over the soft-cap for S/L defense, I'd move the KC set to Haymaker, and slot KoB with 4 Crushing Impact and 2 Basilisk's Gaze for the E/NE def bonus. That should get you to the soft-cap for both S/L and E/NE def.
Rage is underslotted for recharge--replace one of the Rectified Reticle with a recharge, and add another slot so it has two recharge commons.
Using a full set of Eradication leaves Foot Stomp underslotted for end reduction. I'd go with 3 Eradication, 2 Scirocco's Dervish, and the FF +Recharge proc.
I'd also use Mocking Beratement in Taunt instead of Perfect Zinger, since you don't need that much S/L defense and MB gives a nice F/C def bonus and a bigger recharge bonus than PZ.
And if you're looking for more slots for Health/Stamina, I'd take two of the recharge slots from Conserve Power; I don't think you'll need it up that often.

appreciate the advice, i wasnt really paying much attention to the actual enhancements and what they did, was more lookign for the defense and set bonuses more than the individual enhancements. was gonna drop lazer beam eyes since i just dont use it that often and pick up stealth that woudl give me extra slots for health and stam. could someone explain the rule of five cause i am unaware of that rule or how it works. thanks for the advice though, ill have to refine it some more. im waiting till i get it perfect the way i want it to build the toon anyway, he is pretty decent right now even in the incarnate trials but i do need some more defense.
The "Law of Fives" says essentially that you can't get the benefit of more than 5 set bonuses of the same name. Here's more information:

So you're not getting any bonuses from the 6th of Reactive Armor you have in the build, though the rule also applies to bonuses with the same name in different sets. If you go to Window -> Sets and Bonuses in Mid's it will highlight in red bonuses that exceed the rule of 5.
The build I posted does free up some slots for Health and Stamina, but if you want to drop LBE, just be aware that you'll be losing the E/NE def bonuses from the Thunderstrike slotted in it. Also, if you want to add another Defense granting power, I would NOT recommend Stealth as a first choice. Stealth has a high endurance cost and half the defense suppresses in combat. I think Combat Jumping would be a much better choice. You'd have to run both CJ and Hover to soft-cap E/NE, which IMO is less than ideal since I'm not a fan of Hover for tanking, but your call.

no i want stealth just to stealth missions, could care less about the defense. makes running lamda alot easier i would think instead of getting shot by all those mobs as we are running through to kill the boxes.

so i made my first one billion influence last night on the market. i feel awesome now im a billionaire. am looking to upgrade the defenses on my invuln/ss tanker for the incarnate trials and was looking at callmeawesome's guide and kind of like the build but i have a couple of questions.
one does the universal zephyr set work in fly or just superjump, dont really want to give up fly.
two. can i get a 5 reactive armor sets and 3 kinetic attack sets for less than one billion influence or should i just go with the smashing haymakers.
3. what is recommended to put into foot stomp to increase defense.
I know i can research this and probably get the answers but playtime is limited for me and im at work right now so i cant actually look up most of this stuff so any answers to steer me in the right direction to cut down on my time researching is greatly appreciated. thanks.
