Pugging blue side will always be easier, but I have brought a few toons through Freedom Preatoria and haven't had an issue finding teams. Also, soloing is fun in Praetoria. If you havent experienced the story, I strongly recommend that you do.
I've not been in Praetoria on Freedom in awhile. The last time I was there, there was lots of teaming opportunities. But I agree, if you've not done the story arcs, they are very enjoyable =) and the levels fly by in Praetoria!

I have a brute still in praetoria (Resistance) lvl 14 I think so if you bring someone up send me a pm and I'll team up with you I havent logged on to him for quite a while so I am probably due too. I find the lack of SG base access to be a PITA

Freedom is jammed packed. This is the only server you don't have to ask this question about. Freedom always has something going on.
As long as you can get Prae missions, your teammates don't have to be Praetorians. My villain went to Pkt D, teamed up with friends who are mission holders and we leveled together. My vill was allowed to be trained in the Imperial city as well. 
I thought I'd ask here since we know how Freedom server is and I didn't feel like hearing some guy from Liberty tell me it's easy to team anywhere blah blah blah.
What's the population like in our Praetoria?
I'm thinking of rolling a Pratorian Dominator but am concerned Praetoria's popularity is rather small. I don't have a difficult time in the lower populated Isles, but it sure is easier pugging blueside.
