No, power boost does not affect resistance boosts of any kind.

this is due to the way damage and damage resistance are fundamentally linked in the game engine. if power boost could boost damage resistance, it would also boost damage too.

Internally in the game engine, damage buffs and resistance are the same thing - it's just that one applies a positive boost to damage, and the other applies a negative one. They're both 'damage' effects. So, unless prevented from doing so, every damage buff would also boost the effectiveness of resistance buffs on the character.
This would lead to silly things like brutes running around perpetually at the resist cap to everything. 
So, the devs flag resistance granting powers or effects so that they're not affected by such buffs. These two facts mean that in order for power boost to affect resistance shields, power boost would also have to have a *damage* boost, and the devs would have to make resistance powers/effects affectable by buffs - which would allow them to be boosted by any damage buff, hence the fulcrum comment.

Got it....makes sense. Thanks for clarifying.
To be super technical for a second, Power Boost doesn't work on +Resistance powers with enhanceable Resistance. So, it works for none of the shields in Cold Domination, Thermal, or Sonic, but all of the ones in Force Field, even though Force Field provides Toxic resistance. In the case of Force Field, it still only boosts the +Defense part.
Does Power boost increase res? I don't think it does, but I want to make sure.
