That will run it fine, as long as you run the Golden Age version of CoH.

Umm.... that has only 128 bytes of RAM (not 128KB, 128 bytes), as in 3 orders of magnitude less than the recommended 640k of RAM (5120 times less to be exact).
Maybe if you ran it in safe mode...
I'm thinking of getting one of these, but before I do so, I need to know: can I run City of Heroes on it? I don't need Ultra Mode graphics, just the basics.
