Yeah, I think it'll buff the pet, not you. You may have a chance of it proccing on you when you first summon it, but not sure.

AFAIK, one chance that it'll affect you upon summoning, and then one chance per 10 secs that it'll affect the pet. Of course, the Spout is immune to recharge buffs and doesn't have any powers that would benefit from them anyway, so all in all the +rech proc is a waste in that power.
If I place a Chance for +Recharge proc in Water Spout, will it affect me? I know some summoning-type powers cause strange things to happen with procs.
