So ive been slowly levelling my mind/kin troller for a few years now (really slowly)

I think I have come up with my final build to be put in place as I hit my alpha.

First question: am I trying to be too many things? I am looking for group hold ability, buff ability, debuff ability, groupd usefullness and soloability for grinding hero merits (simple)

Thoughts on power choices and slotting especially desired. Thanks!

I wouldn't say that you're trying to do too much - Mind Control has enough AOE control options to be an asset on teams and kinetics will always be in demand, and you should have no problems solo, especially with the fire epic to add some extra AOE damage. You can get more bang for your buck though with some changes in slotting, and I'd question the value of the concealment pool (except perhaps as holders for more LOTG +recharge IO) when there are other options available, like stealth IOs or temp powers.

Going through slotting a few things stand out to me. You give quite a few powers full 6 slotted sets where the 5th or 6th slot bonuses are of little value, and don't do much to enhance the powers stats - transfusion, dominate, mass hypnosis, maneuvers, terrify and fire ball could all lose one or more slots which could be better spent elsewhere, or have other IOs slotted to enhance other attributes like damage.

I'd also be wary of slotting the full malaise set in your confuse powers (even though the ranged defense bonus is tempting) as the damage proc will draw aggro, and having an aggro free confuse is one of the great benefits of mind control in my opinion.

Finally as I said I'd probably drop stealth and invisibility, and try to pick up Mesmerize and the epic pool shield. Mesmerise in particular is a good attack and control, especially solo or exemped, it doesn't draw aggro from surrounding mobs, and it can control bosses, EBs and AVs with one application.

Here's an example build keeping most of your power selections and slotting intact which hopefully doesn't alter your budget too much.

I definitely see what you are saying about the 6th slot.

The build you posted had an unassigned slot, which I dropped into Confuse with a recharge IO.

My remaining questions are about my Performance Shifter sets. Are those worth it or would I be better served (and cheaper) just droping EndMod IOs?

I see you have a Flightspeed slotted in Fly. Since I-19, Fly is inherently at flightspeed cap. So is the Raptor Pack Temp power. If you have Fly, there is no benefit to slotting Flightspeed -- use EndRdx or one of several IOs (Stealth, -knockback, protection from slow). The only power that benefits from Flightspeed enhancements is Hover (or its equivalent). Well, maybe Group Fly, as I haven't tested that one.

Or even better -- take Superspeed and slot a Celerity Stealth in it for full invisibility. Then use a Raptor Pack anytime you want to fly over things. You can even use binds to set up a toggle to flip from Hover to Raptor Pack if you want to fight from the air.

LOCAL MAN! The most famous hero of all. There are more newspaper stories about me than anyone else. "Local Man wins Medal of Honor." "Local Man opens Animal Shelter." "Local Man Charged with..." (Um, forget about that one.)

Looking at it, I think the unassigned slot was one I had pulled from maneuvers which I must have forgotten about, probably when I was trying to move slots about for fire shield. I was really just trying to illustrate where you could save slots and get more out of your power choices.

As far as the performance shifters go I'd say that for stamina you would be fine using 2 common end mod IOs and the perf. shifter chance for +end proc, and that for transference the slotting you have gives you pretty good accuracy, end mod and recharge enhancement values, which is the most important thing. You might want to consider efficacy adapters there as a cheaper alternative, with slightly more useful bonuses.

Hmmm...

Some questions/assumptions

Are you going to at least Alpha slot your toon? Seeing as you're hungry for slots, an extra slot of Damage OR End OR Recharge OR Accuracy is going to greatly help your character.

Nerve would be the best, you get +Accuracy, +Hold, +Confusion, +Fly speed and +Defense at the ultra rare level.

That aside, there's a few things I'd recommend.

Put a Health IO in health. You want extra regeneration, there's an extra 40% right there!

Coercive Persuasion, the purple confusion set, will give you a LOT of ranged defense, and its proc lets you confuse MORE enemies, instead of damaging one like the "WTF WERE THEY THINKING" damage proc from Malaise's Illusion. I suggest slotting the set in mass confusion to make it even more powerful (Confusing an entire mob instead of just 16 guys). Many people recommend doing this for Confusion to make it a minor AoE, except Procs are unreliable (so if you want to confuse 3 guys but it only hits one, it'll be very disappointing), and there may be times when you want to precision-control a single target that having the proc in there will mess up.

Siphon Power: Remember that it takes TEN POINTS of endurance to cast. that's a sizable chunk of your endurance bar. Combine this with running toggles and using powers, you may find yourself eating a lot of blue candy. Just a heads up.

Blessing of the Zepher proc: This is a "120" proc, which means it only works whenever you use the power that it's in. You put it in Speed Boost. Which means the proc will be USELESS if you're solo! However, i you put it in, say, Hover, you can use it whenever you wish! There's one caveat: You have to activate then de-activate Hover for the proc to activate.

Speaking of, put an End mod in SB. It's not just a recharge buff, its an endurance recovery buff! However, by default, the extra speed still lets your teammates eat through endurance faster, so the extra blue will help them a LOT more than just the recharge boost alone.

If you want to "grind out merits", 2 things will be useful: Stealth and DAMAGE, the later of which you're lacking in your original build. Streetcleaner's build rectifies this a lot.

I'll post my current build. It's expensive, but it may give you some additional slotting ideas. I made some odd power choices (Repel and TK) because those seem to be useful powers in the upcoming raid content. Otherwise, it has many of the same priorities that you're trying for: Defense, recharge, and general butt-kicking.

I have another build that forgoes defense for team utility: Stealth, Recall friend, etc. but is otherwise the same.

I ended up going with Streetcleaner's build. I will also take a look at your IO suggestions and incorporate those too.

I am finding it hard to believe I leveled 1-50 without Mesmerize. Its great! Also, the raptor pack has opened up a lot of things in my build. I always relied on fly as a travel power but a Celerity-ed Super Speed makes burning through my daily tips a lot easier.

Thanks everyone for the help!
