Tar patch and procs
It'd work similar to toggles: once every 10 seconds (so 4 chances, IIRC... since it has a 45 second duration)

I *think* it might actually be 5 chances.
At 0seconds (upon summoning) then again at 10, 20, 30 and 40seconds.
Not entirely sure though.

Was wondering how would procs work in Tar Patch. Is there just once chance for them to go off when the power is cast or would there be multiple chances for the proc to fire for the duration of the power?
