What exactly does that mean? It seems awfully confusing - and I saw that my second build is level 1 while my one is level 11?

Your second (and third if you're a level 50 Incarnate) builds will remain at level 1 until you first switch to them. At that time you may then level them up to match your first build. It's basically two different version of the same character. Both have the same amount of xp but most actually be leveled up and equipped separately. You can safely ignore builds if you so choose.

It's the option to have a completely separate build than your main build. You can use one for teaming and one for solo, one for PvE and one for PvP or use them for anything you might like to. You do have to fill it with enhancements separately than your first build, but other than that, you can do anything you like with it, including ignoring it.

Also, your second build is the same level as your main, but you do have to go to the trainer and level it up in the normal fashion.

Because you still need to pick and slot the powers on your alternate build. They can be completely different from the character's main build. Also the alternate build needs it's own set of enhancements.
