Hey again fellow scrappers I'm in need of some help. My Elec/Cold troller build needs some fine tuning and I'm stuck. I want to get Benumb and Heat Loss perma but I'm not sure on how to shave off those last few seconds to get it to that point. As always I appreciate the help guys.

If you use benumb after sleet and infrigidate, it should hit fine. My cold/rad def only has one acc 3rech IOs in it and he very seldom misses. I'm not a numbers guy, but I'd say that after sleet and infrigidate, that with one acc slotted, and a few global bonuses, you have the best chance of it hitting possible.

If you are really concerned about hitting consider adding a Kismet +6% somewhere as I think you are more likely to encounter +def or -to hit debuff difficulties (owing to strong AV resists to your debuffs or AV buff/debuffs combined with said AV resists) than pure accuracy issues. Use that 5th slot to add the Kismet rather than another Acc to Benumb.

If you don't mind my asking ... looks like your damage is from Electric Fences + Pets? I hear (anecdotally only) that Elec's damage is low, but must not be the case?

I use Electric Fences+Tesla Cage+Poisonous Ray for attacking. Elec/ does ok damage but with the amount of debuffs I'm tossing out plus the pets and procs more than makes up for it. The first two attacks do the same as any other primary but after that the other attacks are pitiful. I skipped the AoE Immob and Jolting chain and have never missed them.

If you set the base to-hit to 39% in Mids' you can see the chance to hit +4's. Looking at Doomguide's build, he has over 100% chance to hit (capped at 95%) with only one accuracy enhancement and Tactics on. Without the accuracy enhancement, it is at 88% chance to hit +4's, which is plenty. Sleet's defense debuff would bump that over 95%.

Mine was doing the same versus +4s, that's what lead me to dropping the second accuracy IO.

If anyone needs to know:

Options -> Configuration -> Examping & Base Values -> Base Tohit -> Change to 39 for +4s
