PFF usually drops your opponent's +tohit to around 50% which is better than nothing when evading. Building for defense on a squishy is a waste of time in PVP. You flatline at 20% but you wil get 10% elusivity. The only possible scenario I can see where that might come in handy would be if you were building a dark/* defender 1v1 build who takes a def shield for elusivitiy then slots for plenty of -tohit in your debuffs. Even then...

Pretty much worthless. I tried a blaster build wih PFF and it kinda worked on people with crap builds.

PFF is an embarassing bubble that leaves you when you go down face first. Effective for PVP? Nope, and that is a costly $200 million respec when you realise that it SUX!!!

its ok for evading. usually drops down hit rolls to around 55 or less which helps.

alright so that leads me to my next question, what would be better: ice shield and hoarfrost (for self heal), or a res shield? (both for squishy)

It helps a bit. Just hit it when attacks start coming in and it might make a few miss. It sucks if youre relying on it as a panic button, but it's fine if you just look at it as a way to save a couple of greens.

That being said, I like ice mastery and tough better. For arena. In zones I'd probably go pff/phase
