Panacea +HP = 1.29 HP/S?
Mid's doesn't show the average effect of the Panacea proc because it's considered
as a Heal and not +Regeneration.
Other than that, yes you're mostly correct.
In the long-term, you will get a heal of 64.58 hp (don't know if healing set bonuses affect it, but assuming not) every 50 seconds. So, assuming that you're always hurt enough to get the full heal when it fires, you'll average a 1.29 hp/sec healing rate.
Which is fine on paper. Reality doesn't really work out that way though, since it's all in a burst of healing rather than a steady bonus like your other regeneration.
Still, when you're hurting and you get a sudden burst of self-heal, it's nice. Nice enough to pay for a PvP IO? Well, that's up to you.
Me, personally, if I had one I might add it into a build, but only as an extra-slot type (on a regen type character, I'm ED capping health first - or at least putting in 2 level 50 IOs and the Numina and Regen Tissue procs first), but that's just me.

Ah, so Mids considers it a Heal, therefore doesn't track it. It would be useful, if in the future, they added a check box option to include effects like these (it's a Heal, but it can be considered for all practical purposes, Regeneration as well). I mean, what am I supposed to do? Use my brain?
The "burstiness" of the proc doesn't bother me. Especially since it brings extra Endurance to the party as well. At times it'll do little for me, but it'll make up for that by doing more than expected for me at times (a roughly equal number of times) as well. Overall, I'm looking for the average effect, and I'm glad I'm right about what its average effects are.
Expense isn't an issue. Plenty of Inf, and I already own the proc, so that's no problem. I'll have to pull it out of my weapons build and put it into my body build, but I've been loving my body build so I want it as my primary build for the time being.
BTW, this is on a MA/SR Scrapper. With Super Reflexes, a little Regen goes a long way.

If you get a copy of Mids Hero Designer here, and look at the popup for the Panacea +HP proc, you'll see there detailed the numbers you need to figure out how much equivalent regeneration it gives as well as Endurance.
You'll see the proc gives a 20% chance for +7.5% Endurance every 10 seconds if slotted into a passive power.

A big reason why Mids doesn't count such procs as regen/recovery is effects that 0 your regen/recovery don't affect the procs at all.

I would say that Panacea is more useful for dealing with Endurance issues than health / regen.
Assuming a normal base Endurance of 100. The proc should give you:
.20 x 7.5end / 10s or about .15end/s on avg. Which is roughly equal to the Numina's proc. Of course this will be bursty and you can get the benefit even when your normal recovery is debuffed, for instance after using a Nuke.
I'm trying to figure out whether the Panacea +HP proc is worth including in my build from a regeneration perspective.
It gives a 20% chance for +64.58 HP every 10 seconds (slotted in Health). So it's average effect is approximately 1.29 HP/sec regeneration?
In the procless version of the build, I'm getting 25.82 HP/sec regen. With the proc, 25.35 + 1.29 (it looks like Mids doesn't include the average effect of the proc in its numbers) = 26.64.
Not a numbers person, so wondering if I got this right?
