Alpha Slotting for Ice/Fire
Well, Musculature is generally considered unimpressive - your damage powers are almost always slotted to the ED cap for damage, so you just get the "ignores ED" part. Cardiac is usually considered a default choice for Tankers, especially if you're a bit endurance-heavy or it'd let you skip Energy Mastery for Pyre or Soul. You might not have a huge amount of resistance, but Tough and your fire resistance will like it.
Spiritual is a more aggressive choice, and it's certainly workable - my Fire/Fire loves the extra recharge and healing, and I'd imagine EA and Hoarfrost liking it almost as much as Burn, HF and FE. And it makes your attack chain tighter, your AoEs (and Hasten if relevant) come back faster, and even gives you more regeneration out of Health - a nice little side benefit.
Nerve is pretty terrible for an IO build, but it's amazing on SOs - without global accuracy or the Steadfast Res/Def, most builds have gaps that Nerve helps to fill.

Because its late at night I threw together an amalgamation of my fire/fire, my ice/ice and your tank, just for slotting suggestions mainly. It's not right but at 1am on a Monday mornin' it's something.
You will only have so many respecs to change so many times without chucking IOs away. No intention of saying you should do this. It's just a pick n mix. I in particular prefer assault over melt armour. That power is costly in endurance not giving fair bang for buck imo.
Another thing is do you still have to take air sup? Thats something to consider.
I hope someway my slotting suggestions won't be the full ticket because it late, am tired and hope ya can improve things to suit you.

The_Spad, there are a lot of things about your build that I'd recommend changing; first and foremost, IMO an Ice tank should build to soft-cap S/L/E/NE since it's relatively easy and will increase your survivability dramatically. To that end, I would strongly recommend that you take the Fighting Pool for Weave. You can soft-cap S/L/E/NE on an Ice tank without it, but it takes a pretty heavy investment in sets to do so.
That said, I don't see anything that suggests to me that you should be having endurance problems. Are you actually running out of end so often that EA can't keep up, or are you just concerned about it?

Here's a rework of your build based on my Ice/Axe tank. It has around 49-50% S/L/E/NE defense without EA running. I used your power selections, except that I swapped out the Medicine pool for Fighting. If you really want to keep Medicine, you could always drop the epic attacks and Permafrost to fit it in. I used Gift of the Ancients here, but if you have the influence and prefer LotG instead that is also a good choice. But don't use more than four slots, in the build you posted the armors are overslotted.

As for End problems, mostly when soloing to be fair, though in certain teams I do find that I need to limit my attacking to conserve End until EA comes up again.

OK, a few mods; dropped the epic pool to get Aid Self as I find it very handy, but kept Permafrost for the Fire RES and the 3% Global DEF IO; moved the spare slots around to give a couple of extra set bonuses.

Rechg in hibernate. Upon using it you have a 2 min duration of no phase period. So you only need 2 mins of rechg. You could say that under -rechg conditions its a good thing but most would want a slot elsewhere as you should have 100% resistance to rechg debuffs.
Everything else is well affordable. Much improved build although more hp might be nice if poss.

As New Dawn noted, the recharge in Hibernate isn't doing anything for you since you can only use the power every 2 minutes. I'd pull that slot and put it in Aid Self--another Interrupt Reduction or a recharge would be nice. You could also go with a set in Aid Self that provides both Heal and Recharge.
I've never been a big fan of using the Steadfast Def/End for the recovery bonus, especially in an auto power like PF. The enhancement level it gives is really pathetic and bonus nothing to write home about, either. If you don't have the slots to get a really useful bonus like the one in Aegis, then I'd go with a level 50 resist common or just leave it at the base slot.
I've never found the need for Aid Self on my Ice tank, but if you to take it, that's fine. The only problem is that dropping the Thunderstrike sets means that your E/NE def falls below the soft-cap. To ameliorate that, I'd use the same slotting in FSC that you have in Combustion. You'll lose some F/C def, but that's not nearly as important as soft-capping E/NE.
Here's the sort of thing I'd do with your build; it's back up the soft-cap for E/NE and Aid Self is more fully slotted:

The one change I've made to that is to take the Heal/End/Rchg from Aid Self and put another Eradication into Combustion as it gives a 2.25% instead of 1.875% HP bonus.

I really can't decide which path to take for my Ice/Fire Tanker; on the one hand he's quite end-heavy so I was thinking maybe Cardiac, but then he also has a reasonable damage output so Musculature is an option too and of course more recharge is always welcome for Hoarfrost and Energy Absorption. The only one I've ruled out so far is Nerve and I'm not even really sure about that one.
Any suggestions on the best course of action? I can provide my build if it helps.
