Invunerable/Dark Melee Tank
Alright here's how I would build the character, doing a lot of things I like that other people might not. Using an epic power as part of your attack chain, check. Not taking Touch of Fear, check. Not using Kinetic Combats, check. Yes you can get more S/L defense with Kinetic Combat, but a 4 pack gives you a really pathetic excuse for an attack and it takes at least two more slots (6 slotting) anyways to fit in an enhancement to "fix" your attack and a dmg proc. I would really rather just use touch of death sets, if you have invincibility from one enemy you are sitting at less than 1% under soft cap Smash/Lethal def so I think it's fine. Surrounded all your typed defenses will be well over soft cap. It's got ice storm since that's what you requested, and although I only put Posi's Blasts in it you could go with Ragnarok for better bonuses, it's all about how much money you want to spend. The lv49 power is a one slot wonder, I picked a stealth power for the lotg 7.5% but you could take SS if you like builds having both SJ and SS, or your Unstoppable. If you want to be godlike in defense and have the cash you could buy the second 3% global def proc (the PvP one) and put it in Unstoppable, which would really help the build's survivability but man that is so much money to spend that I personally would never do it.

Literally the Best Build Ever: Years in the Making
Gotta say I strongly disagree with your logic on using Touch of Death. For one thing, you can make up for the lack of Accuracy and Damage in Kinetic Combat easily with a single slot from a high level melee set like CI or Mako's. For another, KC has twice as large a S/L defense bonus as ToD, which will free up some attacks for other sets and bonuses. But if you're willing to settle for a 1.88% def bonus, you could have saved yourself a ton of influence and just used Smashing Haymaker instead since it has the same defense bonus as ToD.
In addition, Obliteration is also a poor choice for S/L defense for a several reasons. One, like ToD the 'bang for the buck' isn't great, two, a full set of Obliteration is underslotted for end reduction, and three, you'd be better off using Eradication in your PBAoEs for the E/NE defense bonus.
I also think the OP would be better off with another attack rather than Stealth as mule for a LotG. I picked up Shadow Maul since it's a signature Dark attack, but Smite would work as well.
Here's the build, reworked to use sets that give better typed defense bonuses. The recharge is a little lower, but it's soft-capped to S/L/E/NE with one foe in range of Invinc.

I was happily surprised with the number of responses and thank you all for them.
Flamevoid: Yours has very nice endurance and a bit more recharge. I should have mentioned that unstoppable is one of my least favorite tier 9 god modes because while this is a really nice build for focusing on Unstoppable to me it sacrifices to much outside of it.
NecroOmNomNomicon: While the build I came up with is closer to yours and actually a bit weaker I have to agree with Finduilas on the weak points of your build. I would also like to point out like Finduilas that I see little point in taking stealth.
Hyperstrike: You were correct on those parts being different from Finduilas except the net on yours is also a bit less. Since I plan on getting a Nerve Partial Radial Revamp in my Alpha slot the extra defense in your build was less appealing to me then the better net end, better recharge, better slotting of Dull Pain and slightly more regen with that Alpha in effect.
Finduilas: Yours fit my concept of what I was trying to do with its great defense and the multiple little in it that were better then my attempt at it and other builds I saw. At this point that build will be the one I use on my inv tank "Metal of the Fold".
Edit: I did make to very slight changes I moved the slot with a Mako out of Shadow Punch and put in SJ for the Winters Gift Slow resist and changed the damage/range positrons blast in Ice Storm to the proc.

I have a lv 50 Inv/DM/Arctic tank that I have shelved and want to it make my 4th toon to be IOed out.
I am going just for big tough tank like 2 builds in this thread ----http://boards.cityofheroes.com/showt...highlight=dark---- but both the datalinks are broken. I am willing to use about 2billion inf and about 1200 merits for this guy. That is only if that step up in price makes a decent difference instead of like 2seconds of recharge or something. I am working on it myself in mids but would like to see others builds/input/advice.
Edit: Forgot about epic was thinking Arctic for aggro/survivability increase from snow storm. Would accept other ideas for epic.
