Yes, although I haven't tried it within the last couple months it has always been free before. Like you mentioned Test isn't hooked up to the store and so can't tell anyone that you're supposed to be charged.

You don't get charged for anything: Slots, Renames, Respecs, nothing.
If you did, there'd be various DB issues on their end, because I don't keep a CC on file.

Biggest Troll on the forums? I'll give you a hint:
My understanding is that the Test and Beta servers are exactly the same as the Live server (other that whatever patch is being Tested/Betaed). When the in-game store sends out a request, instead of going to an outside line for verification from your bank, a dummy server catches the request and sends back "Approved!", regardless of what's on file.
They really need to attach that server to the Live store for a few days. >_> <_<
