Problem with Blaster Psi primary set

I noticed a problem with the Psi primary powerset for blasters. The recharge debuff appears to be stacking on the toon using the power and not on the target.

I've checked on a psi dominator and those powers are not self-debuffing.

Blasters seem to be the only ones affected that I've found.

I filed a bug ticket, but wanted others to be aware, so they could file a bug report of their own.

Are you sure it is a debuff icon and not the Blaster Inherent buff icon for using the power?

You've checked the global recharge in the combat attributes window?

Just did a test on a new Psychis Blast Blaster in Outbreak. No debuffs reported on combat attributes. I tend to agree with WoefulKnight, I think you're confusing the damage buffs from Defiance with debuffs.
