Badge Ranks
I'm not necessarily against the idea of having ranked (i.e. gold, silver, bronze) versions of defeat badges. But there are currently so many enemy groups out there that don't even have ONE badge right now that I'd prefer to see a bunch of those added before I'd worry about giving older ones multiple versions.

Essentially, we already have what you're asking for.
When you heal 250,000 hp, you get the Fixer/Medic badge (Clay...? Healing Badge)
At 1,000,000 hp, you get the Doc/Surgeon badge (Tin...? Healing Badge)
At 2,000,000 hp, you get the Mad Scientist/Doctor badge (Copper Healing Badge)
3,000,000 hp: Medical Specialist badge (Bronze Healing Badge)
5,000,000 hp: Medicine (Wo)Man badge (Silver Healing Badge)
10,000,000 hp: Empath badge (Gold Healing Badge)
Heck, we even have something slightly more close to what you're asking for, with Qualified/Accelerated/Speed Demon (Bronze, Silver, and Gold on the Expert Slope), and Surefooted/Agile/Speeder (Bronze, Silver, and Gold on the Advanced Slope).

I agree with Lothic. I already have not one but TWO badges for taking down Skulls? And it takes 500 Skulls to get that first one. Of course the 50 Skull bosses you defeat can be counted twice while you hunt them in Perez. We have two badges for Council... Warwolves and Vamprii. Heck even the TROLLS have more than one.. One for taking out bosses and then One for Supa Trolls and a third for busting up Raves. Hellions? Defeat 50 bosses and earn a badge .. then head over to Steel Canyon and earn another for defeating 25 of them (Volunteer Fireman). And the best part is most of the groups I just mentioned are not even considered MAJOR villains and disappear beyond level 20. Now be honest.. Especially since the badge isn't good for anything (no accolades attached) if you have the badge for defeating 500 Skulls do you REALLY want to defeat 750 for a silver and 1000 for a GOLD Skull killer badge?

How about expanding the Badging portion of the game by assigning ranks/levels to certain types; ie.: Bronze, Silver, Gold rank/level to defeat badges (done by progressive number of enemies defeated) and possibly Arc/Storyline badges (by number of times completed).
[There's already something similar for Day Job Badges/Powers (if I'm not mistaken)]
