um... no, they did not. They gave regular respecs. The devs are on record being against respeccing AT or powersets, as it is.
The Incarnate arc unlocks a third build. This does not let you choose a new primary or secondary, either.
They've been on-record on that topic since something around I-low-single-digits. I do wish they'd revisit it. Sometimes as the game changes, you wish you could have made other choices for a character.
Sure, you can reroll them. And people will line up with that as an answer to the super respec request. And people will say how easy it is to do that. Well frankly if its that easy to reroll, why can't we just do it with the server's blessing in the first place? Rerolling preserves all the RP discontinuity that a TF letting you switch would since you can just pick your same name, save&load your costume, and the get re-invited to your SG.

I've burnt a few i19 respecs myself and they acted like every other freespec given out before (ie no change of Primary/Secondary).I started one last week on a Plant/Emp controller and it also acted like a standard respec too, no indication or method of changing from Plant to something else. That was on Build 1.
If your respec isn't letting you change your level 41 Ancillary Pool Power on your third build that is indeed a bug.

Ancillary PP and Patron Powers we can change, right? You are probably right. I feel better. I made some bad choices during I19. I experimented and some of the powers I selected were horrible.

The "Super" respecs we got for I19 are different the regular Respec. They allowed us to remake our Archetype under any of the powers available. For example, dominator. I could choose Earth, Psionic, Plant, Fire, Ice, Energy, etc.
I tried to respec with a normal one over the weekend. I cannot undo one of the choices I made on my third build. Am I stuck with this?
