Depends what rules you set for yourself, I guess. The way I see it, the Alpha Slot is part of your abilities.
I'd count the Alpha slot...
But if you can take AVs, try taking them at even con now. If you're level-shifted, set for level 51 AVs, see how you do.
AV soloing is all about pushing the envelope as far as you can.
I know my Inv/Fire tank couldn't solo an AV before he got his Alpha slot (Cardiac makes endurance sustainable for him) but I haven't gone big game hunting since I got the level shift.

11 months of all-nighters, messy feeding sessions, bath fighting and realizing just how good my son's lungs work, and I am still convinced he is the crowning accomplishment in my life. What in the blue HFIL is wrong with me?
Anything counts that you say counts. As far as I'm concerned, if there are no other players on the map, you soloed it. However, if you had to summon a heavy and a shivan to do it, I don't think folks would be as impressed. 
The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.

Clearly, /Regen needs to be buffed

I need to try going back and redoing some of the AVs that I couldn't do before I got my alpha slot.
I need to try 3 at once too for that matter.

-Don't just rebel, build a better world, comrade! I soloed the rikti AV at the end of LGTF the other day. I think I made some people in my group mad at me for not working as a team. I was just testing the limits of my build and nobody had stealth + teleport, so I figured it wouldn't hurt to get the mission objective going.

I say alpha slotted still counts. Reason being, most things that people say "don't count" as soloing are things that aren't perma. For example, insps, shivs, nukes, that one extra teamate buffing you but not attacking, etc etc.
The alpha is a permanent part of your character, and is story wise, a part of how they got some of their "new power" so it's all fair game in my book.
It counts. Unfortunately, as everyone gets more powerful, soloing an even con AV is not as attention getting as it used to be.
Nonetheless, it is a proud milestone in a toon's development, IMHO.

I know I wouldn't even dream of trying to solo an AV, level shift or no.

My DM/Regen/Soul took down Nightstar just now (my first). My excitement regarding the achievement is tempered while I wait on this reply. My pride, however, is not. I always figured my first AV would go down via my DM/Shield.
