-Special vs -Special
"-Special" is not a set effect, but a note stating that the exact details are too complex or have no accepted abbreviation, and should be read as an instruction for the player to read the Detailed Info tab of their power to see the exact meaning.
For example, the "-Special" tag in Benumb offers a flat debuff to all mez durations, movement speed, defense, damage, and tohit. Benumb does not debuff heal debuffs, so it would not work on affect Pestilence's Weaken ability at all.

Does anything affect Heal debuffs? City of Data says that Benumb debuffs Regen and Heals, but I wouldn't think that applies to -Heal any more than a Defense debuff would debuff a Defense debuff.
The real question is, how much Heal debuff would a Heal debuff debuff if a Heal debuff could debuff Heal debuffs?*

There's no difference between heal buffs and heal debuffs as far as the game as concerned. They all modify heals, just one is set to a positive value and one is set to a negative value. The question would be if the Rider's Weaken power is set to ignore buffs and debuffs.
When you Benumb a Cold in PvP, his/her Benumb will come out weaker. Bonus points if the offending Benumb is powerboosted
If I use Benumb on the Pestilence War Rider (I think he's the one with Weaken) would that lessen the effect of his -Heal, etc?
