Lightning Rod/Shield combo
That is actually a popular combo for farming. The reason you don't see them often is that the people playing them are likely farming solo with them. They also take a fair amount of influence to build up, and lack a self-heal.
I hear they're running around everywhere. Yes, the combination does excellent AoE with the survivability to stay in there and do the damage. It's as good as it sounds.

It is indeed very popular. For a while every other scrapper I saw was Elec/Shield. Today, not so much, but still a pretty common combination.
The downsides are as Syntax said, lack of a self heal and cost/late blooming. IMO the most important downside is the relatively low levels of ST damage, which isn't what someone would expect from a Scrapper.

I dont like the combo. I have a fire/shield and and EM/Shield and personally find the fire/ a better toon. Excellent single target damage and *enough* AoE. LR and Shield charge are nice for when there are countless targets (ITF's, etc), but then you're not doing a lot until they recharge. You can build for recharge at some expense and Force feedback procs in them and thunder strike can be helpful. I find fire sword circle, while not as overwhelming as far as damage, up much more often and useful. As other have stated the single targe damage is lacking and I feel slow and clunky with moments of absolute powah!

This is my Elm/Sd scrapper, and I absolutley love him. The combo of LR + SC + Ball Lightning is everything you would dream it would be, and then some.

My main scrap is EM/SD and I effin love it! I will admit it takes a substantial investment to really shine but once its there, its a thing of beauty. BU/LR/Fire ball/SC and a whole spawn of +3's/+4's is toast with any bosses at half life. I've got a solid ST attack chain but its, admittedly, certainly not a Katana or Dark melee scrapper. With the right slotting you can get BU/LR/SC to under 30 seconds so its ready for every spawn. With softcapped def and AAO you can also be an effective stand in Tank for a team, I even picked up provoke on mine. Wiping out all the sub-boss lvl mobs will also extend the survivability of any squishies you may be teaming with. Its a very useful toon both solo and teamed.
I haven't seen many EM/SD builds. The 2 Tier 9's seem like a really nasty combo. Is there some reason these 2 don't mesh well together?
