You can only choose a single Patron on a character. It used to be that only that Patron's pool unlocked, but for quite a while now doing any Patron's arc unlocks them all.
Who do you get the Patron Arcs from?
The patrons themselves. Just switch to the villain side (if you arn't a villain already), talk to Arbiter Rein (right outside the large tower), do his mission, then choose your patron. After you complete the first arc you'll get a free respec and access to all four patrons' patron power pools (wow say that five times fast).

I'm trying to select a Patron on my scrapper, and I was wondering: Can I do all the patron arcs and have access to all the powers during a respec?
