Performance Shifter +End Proc - Explain?
If so, why would anyone slot the proc, except in an ED-capped EndRec situation?

Additionally, the proc is unaffected by end recovery debuffs. For example, if you use a Nuke power that debuffs your recovery, you still have a chance to gain some end from the proc, which can be extremely useful at times.

That can't be right. My Stamina with two EndMods (+35.x% and a +38.x% for roughly +73% enhancement) in it gives me 0.72% Recovery according to the Powers screen. My total recovery including base (1.67%), Stamina (0.72%) and some assorted set recovery bonuses is 2.69% per second.
If the +End proc works out to 2% per second, it almost doubles my recovery rate.

You've got a couple things wrong here.
The performance shifter proc gives a 20% chance for +10% endurance every 10 seconds. If you have 100 endurance (i.e. no + max endurance buffs) then that works out to 0.2 end/second on average.
Slotting a single level 50 endurance mod IO into stamina takes your recovery rate from 2.09 end/second to 2.26 end/second, so it's worth 0.17 end/second, or slightly less than the performance shifter. The second level 50 endurance mod IO in stamina is worth about the same amount. A third one however is worth only about 0.06 end/second due to ED.
So a performance shifter IO is better than a level 50 IO in any case, and it's much better than the third level 50 IO you would put in.

If I understand correctly, the Performance Shifter +End procs +10% End on a 20% chance. Which works out, in the long run, to about +2%/second.
However, a straight SO +End slotted into one of the Endurance Recovery powers produces a bonus (depending on the power) closer to 5-10%/second - Is that right?
