How soon can you PermaDom?
I'm not sure if it's possible to do it while you're actually in the mid-30's, though you'll more than likely get a decent jump to it. Naturally it's easier to do when the character is 50 and they build their character around lv30-33 IO recipes.
I've seen a few people talking about PermaDom for a mid-30's toon. I don't see how to do that, even if you totally pimp out for recharge. Am I misunderstanding, missing something, or is it just idle bragging?

As of level 37 this particular build would have 96.3% base recharge. Factor in the 3 slotted Hasten and this particular mix will likely be perma'd.
However... I'd have absolutely no endurance reduction on maneuvers or weave. I would also only have attacks slotted for damage; Mesmerize, Flares, and Incinerate.
Is that trade-off worth it? Almost no damage and not much in survivability? Well, that's up to the player to decide for themselves.
I have gotten to the first level of perma-dom (70% global recharge with 3 slotted hasten) in the mid to late 30's with a couple of characters. A lot depends on what sets you can slot in your primary and secondary and how many LoTG +recharge mules you can fit in. With inherent stamina its a lot easier these day.
The basic forumula is to fit 4 or so LoTG +recharge IO's (stealth, invis, grant invis, manuever, combat jumping, hover will all slot one), 5 sets that give you 6.25% recharge (which is also fairly easy on a dom - all ranged attacks and many controls take 6.25% recharge sets) and 1 or 2 Gaze of the basilisk sets in your single target and/or AE hold for more 7.5% recharge bonuses. Any sets that give 5% recharge are a nice bonus (crushing impact in melee attacks)
Sets that give 6.25% bonuses and can be used by many doms:
Decimation/entropic chaos (ranged attack)
Positrons blast (Targetted AE)
stupify (stun)
call of the sandman (sleep)
glimpse of the abyss (fear)
Malaise's illusions (confuse)
Call to Arm/Expedient Reinforcement (pet)
The expedient reinforcement is nice because it only takes 4 slots instead of the usual 5 and most dom primaries have a pet at 32.
5 x 7.5% (4 LotG +recharge and 1 GotB) = 37.5%
5 x 6.25% recharge = 31.25
That gives you 68.75 - you need one 5% or one more 7.5% recharge bonus to get perma-dom. It is important to note that I called this the first level of perma-dom because it is the most basic - if you put domination on auto fire and make sure to fire off hasten as soon as it is up (and I mean immediately - no delay) you will be perma-dom. Any delay in firing hasten or even the slightest recharge debuff and you will lose dom. Its better once you get around 90%+ global recharge but I have never gotten there before my 40's and frequently not until I am 50 and can slot at least one purple.

Here is a far more balanced example of a mid 30's perma-dom at 81.25% global recharge (which gives you some room for error when keeping hasten up). My mind fire hit perma-dom around L34-36 (don't remember exactly), had decent single target attacks, controls and good AE damage. If you want more control you could drop combustion for Terrify and slot second positron's blast there, as I only have 4 6.25% recharge bonuses so far.

EricHough is correct. Mid to late 30's is doable, provided you have the time and money.
My first Dom (Plant/Fire) went PermaDom at 34, My current Mind/Energy Dom is was almost PermaDom at 34, and is PermaDom at 40.
You need around 140% recharge to nearly PermaDom. I've always felt better at around 160%+ recharge, which gives you some float time efore needing to hit the button.
Unlike Eric, I usually put Hasten on Auto and hit Domination when needed, YMMV.....
Here's my current build as an example. IMO, I didn't sacrifice too much (Granted, I don't have a full on Travel power, but I've been using Ninja Run + Power Slide and get around pretty fast). I only have 2 LOTGs in the build, which means I can add at least 2 more for another 15% recharge.

Ignore the placement of the slots, as this was a respec build. Originally, I had all of the recharge sets,except for the ones in Terrify, slotted by 35. That had me at around 71% recharge. The Fear set gave me an extra 5%.
At 50, I plan on slotting the Purple Sleep set for Mass Hypnosis and maybe the Purple Confuse set for Mass Confusion.
I disagree slightly with Je Saist's assesment that you "have" to compromise your build to get early PermaDom. It is definite doable without too much of a sacrifice. Especially now that Fitness is inherent, which frees up 2 - 3 available powers for LOTG mules.
Are you talking about getting permadom as early as possible while leveling up? I would have to mess around with a build to figure that out, but for exemping purposes, my Mind/Fire is permadom at lvl 22.

I also had another thought. I could fit another LoTG 7.5% mule into the build I made by dropping Boxing / Tough / Weave, and taking Stealth / Grant Invisibility. That would be pushing ~98% recharge by 36, and into ~104% by 37.

If you have a recharge rate of 160% with Hasten, you can generally keep Domination coming back around.
So once you start hitting around 70% base recharge you'll be closing in on perma with Hasten up.

I'd be more than happy to find out I'm wrong. And I'd definitely be interested to see how lvl22 gets Perma. |
As has been said, 70% is the minimum for perma, but with my dom, I'd usually only get 1 or 2 cycles of permadom before hasten's downtime overlaps too much with domination's recharge. When I respecced to get to 88.75% is when I had permadom 100% of the time. (as long as you don't forget to hit it between missions XD)
I've seen a few people talking about PermaDom for a mid-30's toon. I don't see how to do that, even if you totally pimp out for recharge. Am I misunderstanding, missing something, or is it just idle bragging?
