Activation time: 1.5s
Recharge Time: 1 hour
Accuracy: 1.00x

Power Type: click
Target Type: Self
Effect Area: Location

Specs are as used by a lvl 50 Controller:

508.68 heal for .5s on self, unresistable
10.00 magnitude untouchable for 15.00s (15.00s) on self after 0.25s delay, ignores buffs and enhancements, unresistable
50.00 AttrEndurance on self after 0.13s delay, unresistable
50.00 magnitude immobilize for 4.00s (4.00s) on self, ignores buffs and enhancements, unresistable
Testing: Heals your green and blue to about half of what your stock values are. I just burned mine up, but I didn't see a noticeable immobilize from when I started actually rezzing. I'll test it again to be sure tho. EDIT: Actually, the immobilize works as intended from the moment of the click to actual release.
