Freedom and Virtue are neck in neck in terms of population. It's usually x2 or x3 compared to other servers.
If you like drama and RP, head on over to Virtue.

I don't like PvP, but I know about 10 or so PvPers who regularly do arena matches. RV and Siren's seemed pretty active last time I popped my head in there.
There are a plethora of toons bouncing around in every zone. Talos is as busy as Atlas I even saw a couple of teams in Terra Volta… I haven’t made it to PVP zone…yet

Instead, D's where the arena matches all are. Be warned, have a thick skin, and feel free to get messy in the Arena.
