Think this will work?
Just about any scrapper is capable of soloing well. The same is true of tanks, though I find their damage unbearably low, especially in the early levels.
If you're planning on spending a lot of time solo in Hazard zones, I'd recommend Fire for a secondary - the damage aura will help a lot on the enemies that you're not focused on at the time, and the self heal is very good - and at that level, it doesn't matter what secondary you take, you will take damage, so a heal is very helpful. Willpower would be good too, though Rise to the Challenge, which is a huge benefit, doesn't come until 16 on a scrapper. A tank gets it at 8 though, so it will help a lot more.
For a primary, you'll want at least some AoE, plus one or two heavy hitting single target attacks to take out bosses. Electric Melee and Claws both provide 3 good ST attacks, an AoE and a Build Up power before level 10. In the case of Claws, it's Follow Up, which can be made permanent even on Dual Origins.
I'm not positive that either is the best, but an Elec/Fire or Claws/Fire scrapper should be pretty good at the low levels, with the potential to get even better over time.

Soloing on a scrapper should be super easy almost no matter what sets you choose. some will bloom earlier but they all will very viable by the time you hit SOs and by then it should be cakewalk.
imo if you want a sturdy soloing scrap i will put dark melee as my top primary and here's why
1)solid ST attack chain
2)neg energy so its uncommonly resisted, that goes from low lvls to the endgame
3)the -tohit helps reduce incoming damage
4)a heal that doubles as a solid attack
secondaries that go(particularly) well here are WP, invuln, sr, and elec.
elec and sr both have autos to boost your rech so more soul drain!
these sets would be good on just IOs, and great on a moderately priced build.
roderick was right aoe helps..and least with minions, so i give my nod to elec as top armor
dark/elec is also quite effective late-game with these kindsa synergies..
-2 heals via siphon life and energize
-dark will handle ST dmg for bosses n such and while has lightning field to wittle down minions
-power sink means you could slot dark consumption as an aoe attack. soul drain+DC=wicked
-elec armor gives you plenty of nrg resistance..pick up tough and you can probably take most anything the game can throw your way
-both builds benefit from high global recharge

I know you are talking about Hazard Zones but my Praetorian soloer is a Broadsword/Fire scrapper. He was able to solo anything thrown at him (against Ghouls it felt like he was cheating). He then moved onto Dark Astoria when he reached Paragon City and spent about 8 levels harvesting zombies, the combo is again like cheating against Banished Pantheon (they like to get into melee range with you, and the poor buggers are vulnerable to Lethal and Fire damage)
Layering the Defense from Parry with Fires resistances and fantastic early heal made him a pretty tough character, soloed Noble Savage in Praetoria and only Clockwork caused him issues (damn ranged NRG blasts). Arachnos also tend to make him cry.
Level 32 now and last night he was on a level 32 team with 2 other scrappers and a Brute, most of whom seemed to be Shield, and he was the only one not to die somewhere along the line, fighting BP and then Council, this is without a tank or support character on the team (I think the Shielders were suffering cascading defense failure and had little else to fall back on).
AOE Damage was a combo of Slice and Burning Aura and worked fairly well. Later on Burn and the Whirly Sword thingy combined with Build-Up and Fiery Embrace give you some nice AOE.
Mind you I'd be more inclined to go Katana over Broadsword, simple because the longer animations in Broadsword can make it dicey timing Healing Flames sometimes.
So i just came back from a year break, and i still dont have Going Rogue, so for a fresh comeback, i was thinking of making a new char, and leveling it by myself, no teams, no nothing for the first bit. Im just thinking, Scrap or Tank for what i want to do to, heres my plan.. Level my char a few levels, like around 5-6, then start farming the sewers by myself. Once i reach atleast 8-10, ill hit street hunt in Perez Park, after head to the hollows for the arcs and sooner or later, going Underground Tunnels to farm.. After that, im not sure, probly teams lol, So my question is, Which Powerset be the best job for this?

In my experience doing the first few levels in AE instead of on the streets is an extra 5 million inf per character (I roll bronze and sell them, a bit over half of my characters get at least one good recipe -kb, 3% def, +regen, etc some get multiple). Makes a world of difference.

Since Siphon Life is the second hardest hitting power in the set, it is really a damn good attack that doubles as a decent heal.

I wouldn't farm hazard zones... There's no reason to take on large spawns when you're doing mostly single target damage anyway... you might as well take damage from 2-3 guys who you kill 1 at a time rather then take damage from 12 guys who you kill 1 at a time.

Thanks for all your input and advice, its actually helped alot, I will play around with sets and mids, see what i can come up with.
