It will. However you can only have one in your whole build. So if you used one in aim or build up you can't put another in tactics. It's a unique pock just like the stedfast 3% def.

Also, two things with Bronze Knight's statement -
It's proc, not pock (one's desirable, the other isn't! And isn't in game, thankfully
And the Steadfast isn't a proc or a proc120, but a global (globals follow set bonus rules such as always on but only when at or above the IO's level -3; once slotted, your combat level doesn't matter for procs but unlike globals the power must be used & not grayed out due to explaring down.
