MA/WP soft-cap & best chain
The Nerve Alpha slot adds 20% enhancement to your defense, but its an enhancement of the powers that are providing the defense, it doesn't affect the global bonuses at all.
Most of your defense is from global bonuses, the base defense (defense from powers before any enhancement) that your powers are providing are 10.4% for S/L and 17.7% for E/N. The Nerve alpha will be applying its bonuses to these numbers.
The Uncommon Nerve has one third of its enhancement ignore ED. Lets assume that all your defense granting powers are at the ED cap so any further enhancement is multiplied by 0.15.
So the Nerve uncommon provides a boost to your base defense of
0.20*0.3333+0.20*0.6666*0.15=0.06666+0.02=0.08666
For S/L you would add 0.104*0.08666=0.009 to your defense, so just under 1%
For E/N you would add 0.177*0.08666=0.015 to your defense, so 1.5%
So your S/L with the uncommon Nerve would be 43.7% and your E/N would be 43.4%.
The Rare Nerve bypasses two thirds of ED so the boosts would be
0.20*0.666+0.20*0.333*0.15=0.1333+0.01=0.1433
S/L adds 0.104*0.1433=0.015 and E/N adds 0.177*0.1433=0.025
So your S/L with the Rare Nerve would be 44.3% and your E/N would be 44.4%

Here's a 2nd try. This is at 44.9% to S/L and 45.2 to E/N. I let F/C trail as they are not as common. Seems to have OK regen, HP. Endo recovery is still a bit below where I'd like it, esp. toggled up.
I think this has enough recharge to run SK-CS-SK-CAK, but am not totally sure. Anyone know what the DPS of that chain is?
What bums me out here though is the lack of procs in attacks. Survivability is coming at the lack of certian pizzaz.

I tinkered this a bit.
You're forgetting that WP has a -3.75 percent to hit included in RTTC. This is usually the functional equivalent +def, and so can be tacked on to your defense numbers safely. (No, it ain't perfect, just trust me, it works fine.)
I tinkered the build and got you hasten by swapping out for the Mu pool. I also got you some extra accuracy in most of your attacks by changing your slotting a bit.
This should do what you want it to do, and if you are REALLY DETERMINED to hit the softcap without the -tohit boost, start runnin' tips and get the Gladiator proc.
Oh, this should also be a bit cheaper, I ripped out a full set of 4 Kinetic's and a couple of purples.

Thanks. I don't like relying on a short-radius melee debuff for soft-cap. Too much of the -def in game is ranged from machine guns (council, etc.).
I had slotted the attacks with Pounding Slug for extra regen but it might not matter -- using Mako like you did could be better, I guess.

Been messing about on MIDS trying to "tune up" a bunch of older toons.
Here is a take on fixing my MA/WP to take advantage of soft-capped def plus the newish MA changes.
Goal was to soft-cap at least to S/L/E/N, and also to have enough recharge to run the SK-CS-SK-CAK chain. Plus EC / DT for the insta-crit aoe. Wanted to work in Epic Fire pool for fireball too.
I'm thinking maybe this build is soft-capped with the +Def alpha. I also think it has enough recharge to run the chain, but not sure. I'm not thrilled with the endo recovery or the regen.
