Suggestions for a Modern Scrapper
The issue with psi is this:
Invul is troubled by all psi damage /SR is troubled by the non positional psi attacks which are the ones from the mind and illusion control sets. It works normally against the psi blast sets. Hence master illusionists really mess up /SRs, psi clocks rather less. |

I think you got it, except that Broad Sword is a poor man's Katana.

It's more like comparing a Ferrari to a Pro Street drag car. Yes, both of them are fast cars, but the drag car is more raw power, where the Ferrari is more finesse. And neither one of them is cheap.
Shouldn't be hard to figure out which set is the drag car and which is the Ferrari.
Me? I like neck snapping acceleration and 10 second 1/4 miles, so I like the drag car

No, neither one is a poor man's anything.

With DM/Inv, it does help that you can get a regular heal in your attack chain and a large heal + capped HP. My build has 25% positional Defense and 17.5% Psi Defense. Not anything great, but coupled along with those previously mentioned powers it does make Psi attacks less severe.

From personal experience, I find my invuls (claws scrap/EM brute) are the most squishy of my scrappers/brutes of the sets we're talking about, however I've spent rather more on my /shields. My /SRs of which I have many are way more survivable on a cheap IO build.
If you're going to spend billions, I think /invul may well be the best from a pure self defence point of view, although my ElM/shield is a lot more fun to play than my invuls, and if I'm reaching for a scrapper purely to play for fun, it's always that or my somewhat squishy spines/fire.

If you like Broadsword so much, why not go Broadsword/WP? Same principle as Katana/WP, only slower but with higher burst damage. People on this forum reccommend Katana over Broadsword for the higher DPS, since the default assumption tends to be that you will be doing Stupid Scrapper Tricks where DPS > burst damage, but there isn't anything wrong with Broadsword, as such.
As for Willpower being less impressive than other sets in the end game, well, I do believe it was a Katana/WP who soloed a MoITF, and I have heard the set described as "jump into a pack of +4s, put your AoE on autofire, go make a sandwich," so that's not necessarily true either.

My experiences with AFKing on a WP against packs of +4s more often than not involve my face and numerous floors. Whereas this is a testament to my poor ability to build a WP character or something else is left for other people to decide, but I personally think that quote is a bit of an exaggeration unless one cherrypicks his foes.

For 90% of game content, WP seems just dandy but there are some things that just muck with it. I'm a bigger fan of /SR, /SD and potentially (TBD) /Inv.
Prior to the BoTZ change, I had a /willpower brute softcapped to all 6 damage types. Even with the higher hp and resistances that toon had, there's no question my softcapped /SR scrapper with highly boosted hp and regen is more survivable against level 50+ enemies. Defense debuff is quite common among those foes, and not being able to resist it means wading into full solo spawns dangerous... Sure against foes that don't have Defense debuff you're more survivable then an /SR toon (or /shield)... But you're not exactly in serious danger against those same toons on an /SR.... whereas vs spawns with defense debuff on your /willpower, when you're in trouble, you're in serious trouble.
I gotta make pain. I gotta make things right. I gotta stop what's comin'. 'Least I gotta try.
One other point about /Invuln... since my Invuln is softcapped with one foe in range, the extra defense from multiple foes from Invincibility actually provides excellent protection against defense debuff cascade since the first couple lucky attacks in a big group don't usually kick me under soft cap.

Another benefit you may need to think about is the benefit of the wedding ring (ie, the "temp" power from the Strygia Isle story arc) as an alternative to a tier-9 crash. Assuming you use it in only 30 second bursts or so (or else to tank AV's in a pinch), it works just fine for months, if not years, on end. I've used this as a functional replacement on my DM/WP scrapper and WP/DM tanker for all of I-19, and it works WAAAYYY better than the power it replaces.
This is one of the reasons why I like WP - because it has good s/l resists for everyday use, but its other mitigation strategies are NOT resistance-based, you can use the wedding ring to full effect for those difficult situations. and because you've got endurance to burn, the additional toggle isn't an issue. (that being said: for a high-end tanker build, it's not all that great a match with DM - the ability to softcap defense doesn't stack all that well with -ToHit from DM. If I had to do it again, I'd probably go with kinetic melee, for its kb/stun/-dmg mitigation instead. But that's tanker-talk, right there.)
Oh, also: Ninja Run - it's the power that easily can replace a travel power, unless you seriously need one of them for thematic reasons.
If Claws is out, then Kat/wp [/thread].
I've actually gotten a lot of mileage out of MA/DA. Most of what comes into melee with me is quickly stun locked (bosses included) and the Death Shroud more than makes up for a lack of AoE in the primary.
