So as an official person with too much time on my hands: A level 2 can, in fact, get an Alignment Merit. I did it on vet merits and location badges, with only a couple deaths. I remember one in IP and one in Founders, might have missed one.

What can a level 2 do with Alignment Merits?

... buy costume parts. I was hoping for some insane bug where I could get a level 2 stealth IO and be unable to slot it, or something.
