Bug it. I've definitely purchased more than one G'rai Matter on the same toon, so it should work.
Oh, did you try zoning? Sometimes that sorts things out when the game seems to be confused about elapsed time.

Well, that would be a bug. 
Maybe it's counting online time (which it shouldn't). Pick up an AE or Flashback mission or sit in a mission so you don't log off overnight and see if things change.

I spent all of my backlog of Vanguard Merits on one character on Gr'ai Matters--the 18 hour clock worked fine for me. I'd definitely bug it, and check back on your next login.

Bug it.. Same thing happened to me with using Villain Merits.. timer was broke.. Sent a petition and one of the higher up devs reset my timer and I was able to use my villain merits.
Took a full day to resolve, but my petition was filed on a Friday evening...

I don't think it's 18 hours of online time, pretty sure I got 2 within 2-3 days with only a few hours of online time logged.
I made the original purchase, played less than 10 total hours in two or more days, logging off each time, was unable to purchase another, /bugged it, had to log off, posted here.
Logged on today and situation was resolved when I got there.

So I get the Vanguard Merits to purchase a Gr'ai Matter. No problem.
Grind out enough to purchase another. No problem.
Go to purchase another for the next tier of Incarnate stuff.
"You may not purchase another one of these within 18 hours."......but it's been well over TWO DAYS since my previous purchase.
What is wrong here?
