if base rent goes unpaid for a certain amount of time the bases power will be turned off and you will need to petition to get it turned back on

Well-known bug. Bases that are inactive for a long period of time can get borked and they don't have any power or control. It seems just like rent is past due, but there may not even be rent due. You need to file a support petition in-game. Explain the problem and it will get fixed PDQ.
BTW, plot size no longer has any bearing on rent. It is now based on storage and buffing items.

Is there a wiki page or guide that will explain which items add to rent? I'd like to keep it rent free if possible.

However, it's Christmas break. You might have to wait as long as an hour, depending on how many people are on vacation. And how clear you were in your petition.

I just reactivated after about a 2 year break. I have most of my characters in a "vanity" SG that is just myself and my wife. We used the smallest plot that has no upkeep cost (I double checked that I didn't owe upkeep by going to the guy in Atlas Park. When I tried to pay upkeep, he said I didn't owe any).
Inside my base, the indicator bars read:
Energy Consumed: 605
Energy Produced: 0
Control Consumed: 170
Control Produced: 0
But I have a 1000 energy generator (in an energy terminal room), a 50 control mainframe, and three 50 control databases (all in the control room). So I should have 1000 energy and 200 control.
What am I missing?
Has something major changed in the last 2 years for bases?
