Because Fraud Happens.
Anyway, for something like that, go to ncsoft.com - go to support (upper-right corner) and go to Knowledge base, then ask a question. You will need to make a new account for support there (in case of account snafus, your support account is separate from your regular account.)

I had a similar problem. I was trying to update my credit card info and it was not passing the risk assessment criteria. I interacted with Customer Support, it took a few rounds of interacting, but eventually things worked out.
So, my free trial runs out on the 29th. I went ahead and got the game for Christmas (gamestop had the going rogue complete collection for $20...SWEET!). Anyways, I tried to upgrade my account, and when I gave it all my credit card info, it said something to the effect of "The order did not pass risk management assessment"...what in the world does that mean and how do I fix it? You know, for pestering me so much trying to buy it, you think it'd be pretty easy to.
