You can run /getglobalname name to find out:

My opinion, which counts for little in this regard, is that once a name is taken on any server, it should no longer be available to anyone else except the original account holder that has that name.

I suspect that a server merge is highly unlikely in the near future. However, should it ever occur, I expect that whoever had the toon named first would get dibs.
For example - I'm a 30 month vet.
Another player might be a 60 month vet, but if my toon was created and named before his, I win.
I think that would be the fairest way to go. And the loser would get a free rename or possibly, a free server transfer and keep the old name on a different merged server.
