Mouselook and a mission question
This pops up in a few Tips missions. you need to 'talk' to the character when this happens. Just get close and click on them, and it'll open up a dialogue window. Really, I wish the objectives were worded a bit more clearly for those, since I can't remember most "normal"missions doing that. Usually you just have to rescue the target, and any dialogue they've got pops up in a Wall'O Text in the Clues section, where most people simply ignore it.

Out of curiosity, which Tip mission, for which side and at what level? I might be able to fish through some of my characters and pick up the mission as well. And unlike newspaper missions, the Tip missions are all pretty static. (As long as the names are the same, the mission is the same, unlike the Ad-libs newspaper missions.
As far as clicking, for me just getting close (melee range at least) and left clicking the target mostly seems to work. It took me a moment to figure it out the first time, since if I remember correctly the mouse icon doesn't change the way it normally does to indicate an interactive target.
I'm not sure what you mean by setting your mouselook higher, but if you are referring to your camera distance, the command is:
/camdist ##
With the mouse, you can normally only scroll out to 80(ft), but you can reach 120 using the slash command.
As for the Tip missions, you can certainly abandon or drop/complete them. Simply "Investigate" them again to get those options. You can even "Dismiss this contact" to throw away the tip completely.

I am fairly sure that I clicked on it in most ways that were possible. It's a katana scrapper so being right up close is second nature, and I was there trying to attack it. When that didn't work I tried deselecting and clicking to be sure it wasn't a tab=targeting bug or something.
Gonna give it another shot and hope it was just a one time bug, stranger things have happened. Thanks all for the responses.
Cleared up through the base and got to the Doppleganger.
When I cleared the longbow around it, it says:

Yes it says it twice, and all manner of clicking does absolutely nothing. Time to drop this sucker I guess.
Exactly so. Turning however only has an effect on the keyboard turn speed. I thought there was a command to get a mouselook turn speed higher than 200, but I may be mistaken.

You might try /mouse_speed or /option_set MouseSpeed.

Unfortunately I don't have any vigillantes, and at the moment I don't have any characters in that level range, so I can't test it. But as others have pointed out, if nothing else you can drop the mission and dismiss the contact. I'd file a bug report on it first, just on the off chance someone may eventually take the time to fix it. (If something is indeed broken.)
Just bug the mission and either drop or reset it. I had a similar problem with a villain side tip mission. The one where you go to teach the katana chick a lesson. She starts out under guard (or captured by mutual enemies), and doesn't go active until you take them out. The first time I did it, she stayed flagged as friendly despite giving her attack emote. I reset it and the next time she went hostile as intended.
I just came back from a long break to check out going rogue and I just cannot set my mouselook as high as I would like it. I seem to remember there being a /command to set your mouselook higher but I can't seem to track it down. Would love to be able to set that around 250 to 275 or something.
I've just started working on taking a hero vigilante and I got a mission that asks me to go into a longbow base and destroy the doppleganger of me that is ruining my rep. I've cleared out the base found the doppleganger, but it is "friendly" and I can't attack it and it won't attack me. It just gives an "invalid target" message. I've reset the mission and gotten the same thing twice. Seems you can't abandon Tip missions either, so that kinda presents a problem. Anyone have any thoughts?
