Re-living the Haunt of my Past (Make it Stop!)
That is a pretty decent build, I poked at it a little before I went to sleep last night and didn't get a whole lot more out of it.
Couple questions/comments:
Im not sure how married you were to EC, I ditched it on my ma, but some people like it.
I think your end will be ok with a cardiac as long as you don't run FA unless you actually need it, and the radial will probably give you another 3-4% dr. I think with the four attacks you have, you should be able to make a decent ST chain.
The slots could be juggled to give ~15 acc or get the last 1% of e/n or bring f/c up a few points or increase rech, at the cost of probably a point of e/n and some rech in most cases.
Enzymes were ~300mill last night, you may want to keep that in mind since you mentioned budget.
I've been pretty happy with ~33 def on my ma/fa, it isn't invincible, but it does alright. I think you would have been better off with s/l instead of melee, on the build you mentioned. If you dropped down to about 35-40 to all types (s/l/f/c/e/n) I think you could get a lot more rech and acc out of it, but that depends on how you want to play. I'm pretty happy with 33ish s/l and 20-25 on the others, but fa drops the minions a lot faster, esp with fireball.

Thanks for taking a look Quartermain.
After looking at what changes you made I came to the conclusion that having S/L/E/NE/F/C at or around 40% is better than just S/L/E/NE at 45%. So I tweaked your changes a bit. I didn't make 40% on F/C, but I did bring it up about 10%. Dropped FA from the build. If it's not gonna be slotted with end to use, it's too costly a power to be a mule IMO. That sounds weird as I type it, but that's the thought that came across. While I did use EC it wasn't a staple of my attack chain and found myself using it just because I had it. So I'm fine with it on the bench.
I know in mids Enzymes have a defensive % but when I look at it in game, I don't see the defensive numbers. Does it actually benefit defense? When I googled it (Wikia), it was shown as a bug and indistinguishable from debuffs or buffs. Is this true? Should I even try for these pricey buggers or if it is a bug, is it scheduled to be fixed? And what about procs? They would definitely screw with my accuracy, but would they be worth it? Might have just answered that q but I ask anyways for clarity.

That looks like a good mix for general soloing.
I don't think I would put damage procs in attacks the way they are slotted now. Your acc would suffer against higher level foes and you would lose damage. A non-purple melee proc adds a little under 14 dmg per attack on average. That is roughly what you gain with the crushing impact piece, but when you factor crits in, you pick up a little more damage with the CI piece on average, plus the acc and end redux.
Enzymes do buff defense, its a side affect of the way the system works. Everything, mostly, has a buff and debuff side. They haven't fixed it in however many years the game has been out. Afaik, they would have to rewrite the underlaying system, or mark powers to not accept certain types of enhancers, which they could do but they have ignored it for a very long time.
Here's my 2 cents. I sacrificed a little defense and endurance for about 200 more hitpoints and extra regen and about 3 billion cheaper since it removes the Gladiator +defense and the HOs.

Thanks for taking a look guys. I have been pretty much sittin my butt at WW since Christmas day buying up a bunch of the io's that my other 50's didn't have. Got lucky with 3 of the Enzymes when I logged on another alt to see what it had and found them just sitting in here enh tray. Saved about 900 mill right there. Other alts have had a few pieces that would have also set me back at least a bill so I have been very lucky indeed. I was able to bring F/C up to a lil over 40% but at the cost of .9% for E/NE. And no. I don't miss EC one bit.
Been very impressed so far with what this build has been capable of and I'm still not finished. Still need 2 Enzymes and I think 2 Lotg's plus the Glad 3%.I 've already been able to increase the difficulty from th 1/5,6 to 3/6 and have had very little difficulty with end or survivability. And the best? part about this all...I can run CoF too. That has a 5% to hit debuff if it hits. So even better. The only time I have end issues is when I just buzz saw through with out any pauses. But then I have CP and the CP temp power (forget the name) to alternate if need be. And I have almost 3 bill worth if not a bit more waiting for some kind soul to feed me at WW.

Since I got such great advice from one of the more knowledgeable players on the server Quartermain, (if not the game) on my DP/NRG Blaster, I thought I'd try my luck again on my scrapper.
It's an MA/DA used mostly for PvE and is probably my favorite char to play when I'm not alt-jerking. Had him for almost 5 yrs now and every few months or so I go back and tweak him to hell.
To be fair. I have posted help Q's on other forums about endurance issues and got great advice. But now I want to soft cap defenses. Now, it's not nearly as bad endurance wise as it used to be especially since Cardiac has pumped some life into it but he still feels kinda squishy. I do know why. I tried to build him for melee def (only 33%ish) with the thought process that I'd be in close and nothing could hurt me after I pop a Luck and a couple of Sturdy's. Forgot that AoE crushes me. Ranged whittles me down. And Energy and Toxic. My god do they hurt. Sick of wasting Luck's and Sturdy's if I don't need to. I usually run at 1/5 or 6. Just depends on what I'm going up against.
After a couple of Rare IO's and Nuc's sell, I will have around 2 bill. I also have 4 full sets of ToD's and a complete set Of Hect's. So I think I can afford most of this build from that. Also running all the 50 TF's and Tip missions so I'll have help there as well. In between I run arcs for merits.
So I'm here. Hoping to get the forum eyes on this puppy. I still want the same things. Good endurance. Soft capped S/L which I have achieved. But was only able to get around 40% for E/NE. I'm sure that will be sufficient in most if not all cases but grrr. That last 4.4%. If it's possible, I would also like to get F/C up as well. It's around 24%. Decent recharge and accuracy is also a plus.
