On a related topic, if the proc is slotted into attacks that affect endurance, does it give the endurance to the caster or the target?

As I recall, it says target. Therefore, it would gift endurance to the target, even if an enemy.
Note theft of Essence specifies "Caster", for example.

And for ease of comparison, If I'm the math right, Performance Shifter is, on average, +11.9% recovery, the first level 50 IO is +10.6%, Numina is +10% and Miracle is +15%
