Steam City of Heroes key to non-Steam account

He'll receive an email from Steam with a link to claim the gift. Once it's registered in his Steam client, he can right-click the game in the library and then "View Game CD Key" from the context menu.
Then he should log in to his PlayNC Master Account and upgrade the existing account.
(I don't remember if you have to install the game through Steam before the CD Key option becomes available. If so, I suppose he could copy his existing CoH installation to C:\Program Files (x86)\Steam\steamapps\common\city of heroes\ to save downloading it all again.)

It turns out that they've automated the process of upgrading your account. After installing City of Heroes within Steam (or merely starting the install), you will be prompted to go to the PlayNC website and login with your account, or create a new one if you don't have one. Should you have an account, it will present you with the Upgrade option, without having to copy and paste any keys.

To elaborate: I registered to CoX several years ago, in a North American account (simply because there wasn't a European side yet). Played for a long time, reached level 50 both blueside and redside. Eventually deactivated my account, before Going Rogue.
So, couple hours ago, I saw the sale on Steam, and bought the game. Except that it's City of Heroes EU. So I end up using my activation code to create what looks like a European account where I have no access to my old characters - you know, the ones I actually wanted to play this with. And I can no longer use the code to upgrade my original account. Nor can I buy the stupid thing again with Steam.
So, has my stupidity doomed me? Or is there any way to recover from this mess? (Transfer characters between US and EU accounts, undo upgrade to use it on original account, I dunno?)

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I'm aware that it's possible to take a Steam-purchased City of Heroes key and apply it to a non-Steam account, but I do not know the exact procedure for doing so. While I would be able to figure it out, it's not me I'm worried about.
I intend on gifting the GR Complete Collection to a friend, and it just so happens that Steam has a sale on. On Christmas day (or perhaps Christmas Eve night) I am going to buy it as a gift and send it to my friend, but from there I wouldn't know what to tell him. What are the exact steps you take to get the CD key into an existing City of Heroes EU account?
