Claws/Regen Build
Just from looking it over (gotta go waste money on Tron)
1. Slotting just Kinetic Combat in Slash and Swipe makes your accuracy pretty crappy, you would probably be better off just going for melee defense instead of S/L and skipping out on Kinetic Combats.
2. Somebody correct me if I'm wrong but doesn't the Panacea bonus of 7.5% recharge count the same as the lotg +rech, if so you are way over the rule of 5.
Overall I would say you could make a better build for a lot cheaper than those PvP IOs and Purples

The Panacea rech and LotG are read differently, if you look at your rech bonus in the power attributes section, one is defined as "Huge Rech Bonus" and one as "LotG" (or something like that). So you can have 5 of each.

Without opening the build myself, the other thing that pops out is the Gaussian set. It's definitely not worth 6 slotting for typed defenses, especially when you're only worries about s/l. You'd be better off with 2 rectified reticles and an end reduction (if you need it).
With that, you can put one slot in both focus and follow up, each with a BU proc (decimation and Gaussian, respectively). They work much better in claws than anywhere else if you can manage to cram them in.
Also, slash doesn't have an Achilles heel proc.

I'll explain: The most common defense debuff in the game by far is machine gun fire, which is flagged Ranged/Lethal. If you focus on melee defense, you end up with little or no defense against machine guns. Since /Regen has no defense debuff resistance at all, if a few guys start shooting you with machine guns your defense is going to completely disappear in a hurry.
Slotting for S/L defense will slow that down a little bit. By no means will it prevent it completely, but if you just have melee defense any enemy group that has a lot of machine gun users (Council, 5th Column, Crey, Longbow, Malta, etc.) will render your melee defense you worked so hard at getting completely useless.
That said, I would look into getting a little more accuracy in those attacks. If you're at or near level 50 you can slot a single Nucleolus HO in there to cover the lack of accuracy, and it will ED cap damage as well.

It isn't the percentage of the bonus that matters, it's the name of the bonus. In this case, LotG +Recharge is listed as LotG +Recharge. A 7.5% bonus from another source is listed as a Huge Recharge Bonus. End result, you can have 5 LotGs AND 5 7.5% bonuses and it won't put you over the cap. Now, if you were to slot 6 LotGs or 6 7.5% bonuses, THAT would put you over the cap.

One thing I would look at is going for Soul Mastery as a patron set. I finally completed all the stuff to get redside and back to get this and Shadow Meld is an incredible add. It totally changes the survivability of my Claws/Regen. Nothing short of amazing.
Additionally, I ended up putting four Numinas in all my heal powers. I've got an extra 26% heal bonus to each because of this and it is noticeable.
Finally, and I know I'll get some hate for doing this, but I took Slash out of my build so I could fit in Revive. I like to play on the edge and a late click of MoG of SM means I faceplant. I like to be able to jump right up, smash the MoG button until it fires, shield back up and go at it. I don't use it much, but when I do I, and my teammates when teamed, appreciate it. From a single-target attack chain perspective I go FU -> Strike -> Focus -> Strike -> FU -> Strike -> Focus, etc. I have enough recharge to make this happen with no delay and it seems to be working for me. I haven't tried to solo any AVs so I don't know if the lack of Slash and accompanying Achilles proc will be detrimental or not yet.

I'm steadily building up my recharge, which is lowering my def, but I have up to 128-138% rech depending on the build. Soul is giving me the 138, but I'm thinking its worth dropping 10% rech for 3% def, 5% tohit, 40% regen, 20% max HP, and some added perception (which works great against those stealthy npcs).
For the numinas vs panacea, I'm looking at a loss of 30-37.5% rech, depending on the build, if I were to switch those out.
I am still willing to try out Soul for Shadow Meld though, I just don't have the experience with it atm that would make me feel comfortable grabbing it, while this toon has had Focused Acc for a good 2 years now.

No idea why you would remove one of your best attacks in favor of a power you can't use until you die.
There's GOT to be something else you can remove to fit in Revive if you feel like you need it that badly. Slash is an integral part of every Claws attack chain I have ever seen.
And yes, if you try to solo an AV, you WILL notice the fact that it's missing, because you won't get the resistance debuff, and your DPS will suffer for it.

Does anyone know how much is needed for perma hasten with it only 1 or 2-slotted for rech?

So I did another respec to get Slash back in and I can see a difference.
As for your build, here are some notes:
- I'm not sure that Perma-Hasten is really necessary. I'm close to Perma and it works perfectly fiine .
- You will want to slot defense in Maneuvers and Weave to get you to the point where Shadow Meld takes you above the soft cap.
- I would put three slots into Hasten
- I ended up slotting most my single target attacks with Kinetic Combat to bump up S/L defense well above the soft cap when SM is up to keep me from getting into a cascading defense fail on a lucky machine gun or sword hit. To me it seemed more important than the couple seconds gain on Hasten that Crushing Impacts get you.
- I put my PBAoE purple set into Spin instead of Eviscerate and I put the damage proc in instead of the Dam/End IO. The Dam/End IO only buys you some end savings (not needed) while the damage proc fires pretty regularly and helps quite a bit. Same thing for the ST purple set.

Hmm....maybe I'll take the slots off of brawl and add them to cj, weave, man, and sm, for the extra def. That would get me a bit more def, with only 5% less rech.

1 LotG 7.5% and an enzyme will get you plenty of defense if you're short slots, and adding a third slot for defense doesn't add too much (< 1%), so only 2 slotting them will save some slots.
I'm still not sure I would skip the dam/end on spin... that doesn't seem like a good idea. For your crushing impact sets, you might as well slot the acc/dam/end instead of acc/dam - end reduction with a negligible loss to acc/dam
Also, pay attention to your IO levels in mids (the blue numbers on top of each slot). I can tell what when you flipped your kinetic combats to crushing impacts because those IOs are still level 35 (instead of 50). Make sure you either flip the power over (shift-rightclick), or empty the slot first, then refill it. Otherwise the level will be something you don't want, giving you numbers you likely won't see in game.
I tweaked it, sacrificing a bit of recharge for more defense (stole boxing/brawl slots, 8 slots for 10% recharge is bleh)
I'm not familiar with the recharge requirements for the claws attack chains, however, so that's up for consideration. I did manage to get the two BU procs into 2 of your attacks, though, which can add a nice boost from time to time, between the two of them.
If you wanted even more recharge, you could put a FF +Rech proc in shockwave, too. It wouldn't amount to much, but it's definitely noticeable when it fires.

Yay I see an easy change. Proper slotting for SM is Lotg+ and 3 Membranes!
This way you ED cap both Def and Rechg

That Glad proc looks like a great idea, especially since I happen to use evisc a lot. I also notice you don't have any travel power, which I don't think I'd be able to do. But that, again, is all up to player preference. Of course, with inherent fitness, there's of course a lot you can do.
Looking at what I have right now, I'm wondering if it would be better for me to drop one or two panacea's for doc's wounds or something else with +heal.

If I were able to make SM perma, is it good enough to render MoG pretty much useless? Or is SM not as great against AVs and such?

As for a comparison, MoG gives you much more defense so protects you against defense crashes from -def enemies. It also gives you super high resistance, but has a Psy hole against both defense and resistance so doesn't help much against enemies like Carnies and even partial Psy enemies like Arachnos can be painful through MoG.
Both take about the same time to activate, though it seems like MoG takes affect before the animation is up and SM waits until the end - not sure about this, just my perception.
It's easier to tell when SM wears off - basically if you can see yourself, it's not on.
I've built in just enough recharge to get me to just under a 30 second cycle time on SM which allows me to have a complete 45 second cycle of SM-MoG-SM with no gaps. Plenty of survival tiime to kill what I need to.

Here's what I'm thinking may be my complete build, unless there's anything else that jumps out at me. Slotting for uncho rech with SM for def. With my uncommon alpha slot, 1-slotted hasten has it just under perma, when rare comes out, it will jump to perma.
Out of curiosity, could any of you veteran AV-hunters take a look and let me know if this has the makings of an AV-soloer? I don't have much experience in that department, and I'm not really sure what that would take.

My gut tells me you'll have endurance issues in a protracted fight. I was running Weave, Tough, Integration and Maneuvers with two-slotted Stamina and Quick Recovery. I had to add in a third slot in each for the Performance Shifter +end proc.
