You know, I always considered this the most useless proc ever. It's not a major debuff and odds are the mob is going to be mezzed anyways.

For my purposes, it would be another stacking -tohit debuff. For some purposes, -tohit is very similar in effect to +def.
I would be generating 16.35% -tohit for all the mobs in melee range, meaning 23.85% -tohit for ~1/3 of the mobs with the proc if it worked. Also, there could be a 5.6% -tohit for select single targets. So potentially up to -29.4% -tohit for single target. (All before rank and lvl maths of course.)

All of that stacking (sorta) with my def (in re those mobs).

Additionally, in my toons case, the chance to stun for my PBAoE is a little less than the chance for the AA proc to fire--30% v 33%. So mobs would be a little more likely to be debuffed than stunned.

So, for my toon, it's the first choice for the PBAoE. My second choice is the Fury of the Gladiator proc which, unfortunately, doesn't fire as often (if the AA proc was working), but does have a nice effect.

I'd agree with you if the end purpose of every altercation was just to mez the opponent. Since they still need to be made dead to get rewards, -tohit helps to land blows you might miss otherwise, even on a stumbling foe.

I'd agree it would be best for everyone if the Devs fixed this (and all the other non-working) procs. On the other hand I personally never bothered slotting this particular proc and probably never would even if it did work. Sure having another source of -tohit would be nice, but because it's a RANDOM source I'm not going to rely on it helping me and would never build a build around the idea of EXPECTING that proc to be significant. It's at best icing on the cake, not the cake itself.

Its also pretty nice in seeker drones (assuming it procs) due to the fact each drone already gets a high -tohit bonus, and each done also has the chance to proc this proc for more -tohit.

Causing -tohit doesn't help you hit an enemy.

And again; the duration of the -tohit (even if it works) is LESS then any mez power worth slotting this on. It's a fairly pointless proc.

The only time I can see slotting this (if it worked) is MAYBE on a damage attack that can also take mez slots. But for a mez only power? This is pointless.

My toon's whirling hands recharges every ~5.3 sec w/ and activation of 2.5s. The duration of WH's 30% mag 2 stun is 5.96s.
The duration of the proc (if it worked) is 10.25 sec.

I think that there are some cases where it's a great proc (if it worked). I don't know how many cases, but it would work well for my toon (if it worked).

Whirling hands is mainly a damage attack that also does a mez. As I said, I could picture placing it in an attack like that (especially an aoe like that).

But for a pure mez attack that does little to no damage? One that you'd put an entire set of Absolute Amazement on? It doesn't make any sense.
