With the exception of the alpha fade "Cape of the Four Winds" every paid-for-in-cash costume part is available at level 1.

why can't you get the 'Cape of Four Winds' at lvl1? and when do you get to use it?

If you buy the Origins pack, are the costume elements immediately available for use at level 1 like the Valkyrie cape?
