I am Elec/Psi and I took my aoe hold. At first, it was not all that impressed with it, but if you are aiming for perma-domination, you will be very pleased. It takes one of the 7.5 recharge sets, and if you have your recharge up enough, plus the added hold duration thanks to domination, it turns out to be a great move. It will also be available almost every fight, and if it is not, you have your sleep and confuse powers to fall back on.
Take it, Frankenslot it with 3 Acc/Rech/Hold (2 are cheap yellow sets) plus an Acc/Recharge initially. That gives you good bang for your buck levelling up, when slots are precious. Combined it Domination it's an excellent safe opener for nasty spawns.
Worth noting PB is also the only 100% chance to shut down mob recovery attack in Electric Control as well.
I dropped build up and moved a few slots around and was able to fit this in. I found that Build up wasnt as important to me.

Not a /Elec, I went Ice. I took it and slotted it with 4 pieces of basalisk gaze, if I had more I would have added a Endoplasam. Also, if you going for smash/lethal cap remember that buildup is a nice for a two piece of Rectafided Reticle for a 1.875 Smash/Lethal defense boost.

Did you take Paralyzing Blast ??
I am looking at my Dom and I am a little bothered because several of the Elec control ste get no benefit from Domination. I didnt take Paralyzing Blast. I am thinking torn between the idea of dropping Havoc Punch and Charged Brawl to make room for slots for Paralyzing Blast but thats some sweet ST damage to give up.
This has been one of the more challenging builds I have had to deal with. Any advice is appreciated.
