To fill your Fury bar, complete 10 Villain Tips, then a Villain Morality mission. Then wait a week. After that, once every 6 minutes, you can click [Frenzy] and your Fury bar will instantly fill.
Before the change, it was impossible to fill the Fury bar. Now, it's still impossible to fill the Fury bar, outside of using a certain temp power. And I can't speak for others, but on my brutes, my Fury bar gets just as full as it did before, or at least so close I can't tell the difference.

the damage cap i can live with .fury IMO was nerf. i fight mob after mob an my fury bar never fills . what do i have to do. i fight av's bosses eb's an x8 mobs an still no full bar
