Building Kat/Regen i19...and struggling a bit
/regen caps HP with DP up, and is already swimming in regen; i'd shoot for +rech then +def. also, recovery on this build seems excessive.
M_T, Here is my katana/regen build with i19 in mind. Its a little expensive, due to having 2 purple sets in it, but the rest of the build should be pretty cheap(ish) and you'll cap lethal/melee defense with just 1 application of DA.

With the spiritual Common boost, that build is perma DP, and MoG and IH are up often enough to cover those big massive attacks. Recon is up about every 16 or so seconds, which is pretty nice. This will just give you some ideas on how to slot a few things around
you will definitely not need body mastery. Most of the crowd is going with soul mastery for Shmeld to have another mog-ish clickie added to their arsenal.
I personally went with mako for water spout, mainly because I didn't like how my builds were looking with shmeld.
Goals:
1: at the very least, 55% recharge for perma dp (with hasten)
Preferably more so you can have your clickies up more, and utilize the higher-DPS attack chains (those not involving DA). I believe the highest attack chain requires that GD has 212%(ish?) recharge, so that's a goal to keep in mind.
2: Enough melee defense that 1 DA application will get you to 45ish. If you're fighting against -def, you can easily double (or triple) stack it to help with the debuffs (since you have pretty much 0 DDR)
3: Some range/AoE defense, I used to have 20ish to both, but ended up losing some from i19. Definitely not a priority, but still worth having.
4: Alpha slot: spiritual radial boost. Regen loves it.
This is how my build turned out. If you want to go with the Shmeld route instead, I'll let one of the others who did that take care of it :]

Eh, my build isn't end sustainable without body mastery. Running assault, weave, tough, intergration, combat jumping and sprint put a massive drain on my end. I know i can turn off sprint, but i like the added movement speed (plus without having a travel power, i like sprint + CJ for combat manueverability, and sprint + ninja run for my travel)
That and my attack chain of DA->GC->SD->GC->GD->GC->SD->GC isnt entirely end light, and i dont like using conserve power unless a sapper hits me, which definitely helps out when i get end drained down to next to nothing (all those +end procs pretty much means I'll never hit 0 end for very long)
OK, this is gonna be a dumb question but I just have to ask. Why GC and not SotW? And purples in GC...? Huh? Please explain the rationale behind this.

Like what was said, GC recharges so fast with +recharge bonuses its silly, add to that how fast DA recharges and you become a blender of doom. For fun one time i packed as many procs as I could into GC and swung away. damn that was fun :P
The DPS of GC is better than SotW which is why take it. Have purples in GC enables you to 5 slot it with Hecatomb to get up to the +recharge bonus and then leaves an open 6th slot for the Achille's Heel proc -res. Since GC comes up VERY fast you can fire it off a lot and the proc will fire of frequently to help reduce the resistence and up your overall damage.

Yes. crushing impact 5 set with an achille's heel proc. You should be firing this attack, for the most part, every other attack, so your chances of that proc being active are very high, thus increasing your overall damage output.

Its not just DPS, its also DPA. Gambler's cut is about the fastest animating scrapper attack ever* so slotting procs in it is really the best option. If I was going to slot GC up I would go 5 mako's (damage proc and four others) and an achille's heel proc. The damage proc alone in mako's makes it far better then crushing impacts +rech, plus if your not looking at purples, you'll be hitting the 5 set bonus max pretty easier using a ton of doctored wounds in your /regen powers, 1 for recon, 1 for IH, and 1 for dull pain.
*I think there's a claws attack that animated slightly faster, but i don't think it hits as hard as GC does.
I gotcha, so it is for the proc as well. Thanks for the indepth explanation!
OH, and I will be going /Body Mastery for now until I get GR. I want to respec before the 3rd one hits on Wednesday, so at least I get +3 powers out of the deal that way. I will respec again (using the free one/3rd) after I get GR in like 2 weeks.

While regen has enough recovery with inhernent stamina and quick recovery to cover about 2 or 3 toggles, if you took the fighting power pool for tough and weave, i highly recommend taking body mastery to help with that. Conserve power is also great for when a sapper gets the drop on you. if you have enough +end procs, and conserve power, you can basically stay at < 10 end and never drop your toggles.

Question. You said that with your posted build that with one application of DA, lethal/melee defense is capped. Your build has Lethal at 40% and Melee is 46.3%. I guess my question is, what is the cap? I thought it was 45% (for both)? That said, Lethal is not capped..right?
(Assuming 45% is the cap), with this build I was able to get to 46.8% Lethal and 53.6% Melee (after one DA application). No purples. Is it worth "taking the 1.8% back out (e.g. moving sets around, etc) to boost the build somewhere else"?
The only thing I was trying to do is *not* run Maneuvers because of the end cost (and one less toggle to worry about, etc), but I just can't get it to work. With it, I overshoot the cap, without it, I'm too low.

1: are you not getting accolades? If not, you're royally screwing yourself.
2: With said accolades, you can stop getting +hp set bonuses because you'll be capped out anyway, your endurance gain will be much higher, and you can focus your slots to other things (more recharge or range/AoE defense).
3: Divine avalanche, slot it as an attack, and that kismet is better in a toggle like weave (not CJ, in case you forget to turn it on between SJ and CJ).
4: Integration, maneuvers, and stamina don't need to be slotted for hp. a LotG7.5% rech and an enzyme is good enough, and if you have the slots, add a LotG def/end as well.
More slots in BU. If you can get it down to about 26 seconds, you're golden.
5: please tell me you're not actually picking your powers in that order... that's just gross.
6: Still no reason for body mastery until you're just waiting to side switch.
7:try to get a winter's Gift for CJ or SJ. Resisting -rech will help you quite a bit.

2: With said accolades, you can stop getting +hp set bonuses because you'll be capped out anyway, your endurance gain will be much higher, and you can focus your slots to other things (more recharge or range/AoE defense). 3: Divine avalanche, slot it as an attack, and that kismet is better in a toggle like weave (not CJ, in case you forget to turn it on between SJ and CJ). 4: Integration, maneuvers, and stamina don't need to be slotted for hp. a LotG7.5% rech and an enzyme is good enough, and if you have the slots, add a LotG def/end as well. More slots in BU. If you can get it down to about 26 seconds, you're golden. 5: please tell me you're not actually picking your powers in that order... that's just gross. 6: Still no reason for body mastery until you're just waiting to side switch. 7:try to get a winter's Gift for CJ or SJ. Resisting -rech will help you quite a bit. |

4. Since I slotted KC in DA, no need to even run Maneuvers. (Win! It's just a LOTG mule now). I'm able to get BU down to 28 seconds. Not bad.

Just throwing my build into the mix, it may be a tad more expensive than others posted here but if you ever manage to get your hands on a lot of influence it may help you out, its built around the Recharge/Heal Incarnate which will get it back to perma hasten, 98% or more recharge on MoG, SM, DP etc.

The soft cap is 45%, and melee covers ALL melee attacks (or rather, all attacks, with a melee vector, with is pretty all melee attacks) Lethal only covers attacks with a lethal vector (think machine guns, which are lethal/range) so being able to cap both saves you alot of time and hassle.
40% is about 100% weaker then 45% (that last 5% defense basically doubles your survival) But, if you cap melee, and have enough recharge to keep your heals up (or run IH alot) then you can get away with just having 40% lethal, and 45+% melee, which is what i managed to do.
The DPS of GC is better than SotW which is why take it. Have purples in GC enables you to 5 slot it with Hecatomb to get up to the +recharge bonus and then leaves an open 6th slot for the Achille's Heel proc -res. Since GC comes up VERY fast you can fire it off a lot and the proc will fire of frequently to help reduce the resistence and up your overall damage.

To follow up on this question, why put the purples in GC instead of SD? Soaring Dragon is a stronger attack, so my instinct would be to put the strongest enhancements there. But I keep seeing people put purples in GC and something else in SD.

Also, purple sets don't give the best END Reduction, and the tier 1's tend to be lighter ont he end.
Now if your attack string doesn't use the same attack multiple times, then which attack to put the purple set in, makes a difference.
On my DB/WP...I put the purple set in Alabating Strike, because it's the only attack I could slot the -Resist Proc in. And 4 Kinetic Combats plus one additional enhancement doesn't give me all the enhancement I want in most powers.

The concept is this, in order of priority with IO sets: +recharge, +hp/regen, +defense. Should this approach be changed? That said, +recharge is pretty hard to get since almost every set available is +5%, so you hit the max of 5 set bonuses very quickly (all of the heal powers can only take Doctored Wounds to get any type of +recharge)
I think I'm trying to do too much, since some of my attacks are suffering. This build definitely is not done, but I'd like to get the freespec in before Wednesday hits (I mean, why not right?)
I haven't touched this guy since SOs, so not really used to IOing out Scrappers. Any feedback is appreciated
