Help out a returning player?

Hey all, haven't posted much on the forums before. Mostly just lurked around reading and learning what I could till now. Left the game around when AE first came out (been here since issue 1 or 2) and never really gave IO's a whirl so I'm looking for a bit of advice upon my return for my first IO Build.

I read a few guides to get a basic idea but theres a lot of different options so I was hoping I could get a little help. The build is for my Ice/Dark Tanker (just hit lv 30). This is what I've got so far. It's basically just frakenslotted because I wasn't going for anything in particular, just a decent base to build off that could save me a couple slots here and there and have a little bonus. Another thing that was important was that it wasn't too expensive. Right now I'm hovering at only about 120 million I think (which has to cover a few different characters I'd like to give IO builds) so nothing to crazy. Anyway, heres what I have so far:

Welcome back to the game. I would suggest reading up on the changes since you left by looking at the various issue overviews on this site or paragonwiki.com. In Issue 18, they released the Going Rogue expansion. One of the most notable changes was the ability to earn Hero/Villain merits, which can be used to purchase any invention recipe in the game. Some, like Luck of the Gambler: Global Recharge bonus, will sell for a lot of influence, and you don't really need them in your builds. This is a very easy way for you to "catch up" to the rest of the players in the game's economy.

You hit the soft cap on the categories you could get it in, and that's the important thing. In my opinion, Ice Armor needs some attention from the developers. The other defense-based sets (Shield Defense and Invulnerability) are capable of soft-capping in all but psionic. Shield Defense is vector-based, so it is only vulnerable to a few certain attacks with no vector flag.

Ya for sure, I've kept up on the majority of the changes and I did pick up Going Rogue so I'm good there. I've read a little about merits and heard about them, seems you get them mostly for doing story arcs or tfs, that sorta thing?

And ya, the basic build is alright I think so I'm glad you agree. Anyone else have any suggestions? Does the IO stuff I posted work for the goals I had in mind? Thanks again for any help you all can give.

Actually, he was talking about Hero/Villain Merits which are different than reward merits (the ones you get for completing arcs and TFs). When you are fully Hero or fully Villain (not vigilante or rogue) you have the option to do 10 more of your alignment type tips to do a morality mission (if Hero, do hero tips, if Villain, do villain tips). Once you have completed this you will receive a merit of that alignment type (except for the first time, you will receive 50 reward merits). In Atlas Park you can go to the base (sorry forget the base name, its to the left of city hall, by the lake) and trade in the Hero Merits to get rare IO recipes. This will include the Numina and Miracle uniques and the Luck of the Gambler +recharge. You can sell these for a large chunk of change. You need 2 Hero Merits for the uniques, PVP and Purples are more. You can only do 5 tip missions a day, so it would 4 days to get 2 Hero Merits and therefore 1 LotG +recharge. In 8 days you can get two, sell them and have a few hundred million to play with.

Hope this helps and doesn't confuse you more. I am sure somebody can explain it in greater detail.

PS: You can trade in 50 reward merits (arcs & TFs) and 20 million influence to receive a Hero Merit (1 time per day).

Ohh okay. So I do 10 alignment tip missions and then a morality mission will drop which gives a Hero/Villian Merit upon completion? And then once I get enough Merits I can trade them in for IO's? Sounds good. I'll have to check that out in game for sure.

Any comments for my IO Build keeping my goals in mind? Thanks again!

Welcome back!! As far as your build goes, it appears to me that you are focused more on the effects of the sets you are slotting instead of the bonuses you are getting. If I am wrong-----this was all a dream----- Instead of focusing on the +def/acc/end type effect, look at your totals and ask "what do i need more of?" or "what DONT I need/use?" Then make your slot and set choices based on a goal of more positional defense, or more regen, or more damage output, etc. You will find that you can move your slots around and gain a lot more from your sets.

Another thing, I think your goal of 120 mill for everything is a little low. The market prices have shot sky high in recent times so while a <1 Bill build is VERY possible i dont think a <400 mill is build very feasible. Take the advice of the others and stack some influence to get ready your build.

Hey thanks for the advice. And ya I wasn't really going for any crazy bonuses, I just wanted basically to get the same or slightly better than SO slotting with IO's and maybe an extra effect and save a slot here and there (for cheap). This was to basically give me a decent IO base to build off for once I'm able to get a little more influence. I def didn't envision it as my final IO build if thats what you meant.

Does that make more sense or am I way off, lol? Thanks again, I appreciate it.
