This is on a 50 tank.Actually you might want the Luck of the Gambler +7.5 Global Recharge to BE at level 50 because it also add to a powers defense. About the same amount of defense as the Defense/Endurance IOs.

Just wanted to reiterate something previously said regarding tip missions and the market. Do your 10 tips/1 morality mission, pick up either the Luck of the Gambler +7.5 Global Recharge, Miracle +Recovery or Numina +regen/recovery recipes and get them at the lowest level possible (think its 25 for most, use the slider at the top of the A-Merit trade guy menu). AE ticket the rare salvage (or buy it if you must), build the enhancement, put it up for sale on the market. Those 10 million recipes you were seeing become very easy to purchase after 8 days of doing tips. Reason being, you can get 100 - 150 million with each tip purchased IO. 4 recipes in 8 days will give you 400 - 600 million to play with. I did my toons like this, except I played for a few weeks and did tips on 3 different characters a day. Those crazy (in my eyes) 1 billion influence builds turned into a reality on my favorite characters (now I have 4 or 5 toons with fully tricked out builds, minus the purples and pvp IOs). I am still very proud of my toons and their builds, even though I am now able to just purchase the full IO build in one go.

Hello All,
I understand this is an old thread, heck I don't even know where I found it, but I was wondering if I could get some information. I am a little confused. I am by no means a math wiz but I was looking at all the spreadsheets here for the various builds (added a bunch myself) and some of the numbers seem odd. For instance, in the One Foe column I can't figure out why the equation is used. Then, in the Shield builds there is a 60 second survivable dps column, however, the numbers do not seem to include regen or heals. Due to this, the numbers don't match between the One Foe and the 60 Second Survivable DPS columns, even on a WP tank, where there should be no difference between 60 seconds and 60 minutes since there should be no recharge taken into consideration. I know that Dechs didn't add the 60 Second Survivable DPS, I am not tying to blame him at all, he is an inspiration haha. :-) I am just a wanna be nerd (no insult intended to any nerds, I use the term favorably) and can't figure it out.
For instance, on the WP/SS build I added, here is the math I used that created my confusion (forgive me for the lack of proper typed equations, like I said, no math wiz here).
60 Second Survivable Damage, column H.
Equation used on spreadsheet is: = (B$12)/(60*D4) or Hitpoints / (60*total mitigation)
So, in my builds case this should be (2772) / (60*.0175) = 2768.36
Ok, that number makes sense, that amount of damage taken is less than the total hitpoints and therefore you could walk away (assuming no more incoming damage). Wait a second, what about the hitpoints you would regenerate over said 60 seconds? Shouldn't those additional hitpoints be taken into consideration? Shouldn't there be a part of this equation for that? I don't know, (60*B13) or something? In my specific builds case, (60*86.01)? Heals are also not used, which I won't go over as those are harder because... well because I can't figure out how to do it on the spreadsheet (or with my ghetto math). ;-)
More ghetto math here...
=((B$12 + (60*B$13)) / (60*D4)) - 1 (so you could run away or pop an inspiration)
((2772 + (86.01*60)) / (60*.0175)) - 1 = 7553.86
When broken apart and reversed...
(86.01*60) = 5160.6 + 2772 = 7932.6
(7554.86 -1)*.0175 = 132.19
132.19*60 = 7931.4
This leaves you with about 1 hp to spare (which is why I added the -1 at the end). I am sure my equations are ghetto and probably wrong but I hope you can understand them. I added another column that might illustrate what I am trying to say here.
Now the One Foe column is basically doing the same thing, except it is using the regeneration figures (including heals converted to regeneration) and total mitigation but not touching hitpoints. I do think this is a better equation, because if you do the math with the same build the equation is close to the total hitpoints regenerated over 60 seconds. However, it isn't worrying about hitpoints so the build would end up at 100% health after 60 seconds, which now that I think about it makes more sense haha. Otherwise, it wouldn't be sustainable if it was higher than the total regen, but it would be *survivable* given a finite period of time.
Here it is using broken down like I did with the other one.
Spreadsheet equation: =(B$13+B$14)/D4
(86.01+0)/1.75% (or .0175) = 4914.86 (which oddly enough doesn't equal what the spreadsheet says, even did the math a few times to figure out what I was doing wrong, and I failed).
If you reverse this, 4914.86 * .0175 = 86.01
86.01 * 60 = 5160.6 (exactly how much the build would regenerate)
I guess, my lack of math knowledge is hurting me, maybe I am looking at it incorrectly. Maybe I shouldn't be adding in the hitpoints regenerated or something to the first equation and I just don't know how to get it closer to perfect on the 2nd equation. Bah, I should have just quit... Can somebody explain in my ghetto terms why the numbers don't add up on the One Foe column?
Well, anyway, I appreciate you taking the time to read this, I think I might have typed it up to ease my interwebs OCD...

Edit: After rereading the original post I see that Dechs wasn't going for just survivable DPS on this spreadsheet but indefinitely survivable DPS. Knowing that it makes his equations make perfect sense (still can't figure out why the math is different on a calculator than it is in Excel). Teaches me to read over something like this more than once, and not just use the spreadsheet to determine everything. -
Actually, he was talking about Hero/Villain Merits which are different than reward merits (the ones you get for completing arcs and TFs). When you are fully Hero or fully Villain (not vigilante or rogue) you have the option to do 10 more of your alignment type tips to do a morality mission (if Hero, do hero tips, if Villain, do villain tips). Once you have completed this you will receive a merit of that alignment type (except for the first time, you will receive 50 reward merits). In Atlas Park you can go to the base (sorry forget the base name, its to the left of city hall, by the lake) and trade in the Hero Merits to get rare IO recipes. This will include the Numina and Miracle uniques and the Luck of the Gambler +recharge. You can sell these for a large chunk of change. You need 2 Hero Merits for the uniques, PVP and Purples are more. You can only do 5 tip missions a day, so it would 4 days to get 2 Hero Merits and therefore 1 LotG +recharge. In 8 days you can get two, sell them and have a few hundred million to play with.
Hope this helps and doesn't confuse you more. I am sure somebody can explain it in greater detail.

PS: You can trade in 50 reward merits (arcs & TFs) and 20 million influence to receive a Hero Merit (1 time per day). -
Thank you very much for your advice. I probably should have mentioned that I hate Oppressive Gloom. The wander kills it for me. I know its a good power, especially with Mace's stuns to help and I used it for the majority of my road to 50 (switched to CoF at 41 or so) but in the end it detracts from my fun. On live my build replaces Maneuvers with CoF and I don't really have any endurance issues but I am not running acrobatics (acrobatics, Conserve Power and Soul Transfer are the 3 I picked up with i19). I guess this would be a perfect opportunity to run over to Test and see what the end drain is like with acrobatics. I will have to experiment with your build as well since I already all the sets. Hello all you professionals,
I was hoping for a little i19 build review help. I wasn't able to patch my Mids so Stamina slots are in Brawl and will be slotted the exact same as Physical Perfection while the slots for Health are in Sprint and will be the Numina's and Miracle's uniques. I know, Maneuvers sucks but it is a spot for a LotG and it gets me close to the defense soft cap. I am torn about it. On one hand I want to take CoF and yank a slot from Jawbreaker or perhaps change Physical Perfections slotting around so it only has 3 slots. This would give me an effective defense of around 45% for S/L/E/EN. Not sure which route I will go. I also wanted to thank Dechs Kaison for all the Dark posts. This toon was sitting at 22 on my old server, after watching your video and reading the Dark Armor Sucks thread I decided to give him another chance. I am very happy I did, I love this toon.

Personally, I say try the Inv/Ice. I made mine on a whim and he is my favorite 50 to play. He can survive pretty much anything (will be even better with i19). Frozen Aura is such a cool power, especially since Inv lets the sleep take hold. Its nice to stop 1/2 a spawn in their tracks. I currently don't have Ice Patch, it was fun for a while but I picked up another attack instead. Come i19 I will grab it again.

Overall a much better build in my opinion. I would suggest replacing the Mako's Bite and Touch of Death in your attacks and replace them with Kinetic Combat. You are building a typed defense build and would gain a lot more.
Here are the numbers you would get by replacing those sets. Old is your slotting, New is using Kinetic Combat (all but knockdown) and the 2 accuracy triplets from Crushing Impact.

You will also gain a little accuracy and recharge for the 2 powers changed from the Touch of Deaths. You lose some accuracy, recharge and endurance from the Mako's Bite. Overall you also loose the extra damage the old sets provide as a bonus, however, the +HP doesn't change.
Of course its up to you to decide, before you do I recommend that you read Dechs Kaison's guide on the importance of extra defense, you will understand why 38% is better than 30%. http://boards.cityofheroes.com/showthread.php?t=185167 Keep in mind, neither of these builds will softcap you.
On another note, I would also change some of your slotting around. Here is a build keeping your powers and for the most part your slotting the same. Made some changes to Rage, High Pain Tolerance, Indomitable Will and Mind Over Body. I also made the set changes I proposed to your attacks.

I am sitting at mid-high 30s in defense with over 700% regen with 1 in RttC. He is one of my most fun tanks, just a non-stop beast. Don't mean to thread jack but since the OP was looking for information on IO slotting and tanks...That's an understandable viewpoint, but there's one extremely important difference between regeneration and DEF: DEF becomes more valuable as you get more of it. Regen provides a linear benefit. Regen is also one-dimensional in the sense that it only serves one function. By contrast, DEF improves your alpha-strike survivability, your avoidance of debuff effects, and it multiplies the benefit of your max HP, of your regeneration, and of every heal that's ever thrown your way.
Even +HP is more multifaceted than +regen, improving both itself (and thus increasing your resilience against alphas and increasing the reaction time you need to pop a heal or ask a teammate for one), and multiplying your regen rate.
Granted, neither DEF nor regen bonuses exist in a vacuum; chances are you'll pick up some measure of both without even trying. Ditto +HP and recharge. DEF bonuses also tend to be more slot-intensive than regen bonuses, so it's hard to draw a realistic equivalence between them in terms of investment; I can't exactly say that X amount of DEF from IOs has the same opportunity cost as Y amount of regen.
All else being equal though, DEF > Regen, and it's not close. On a WP Tanker, you start with about 500% standing regen (one foe in RttC, off the top of my head) without even touching Inventions or power pools. A fully enhanced High Pain Tolerance gives you roughly +30% max HP. So right off the bat, you're looking at roughly (1874 * 1.3) / (240 / 5) = 50.7 HP/sec in regeneration, with one foe in range of RttC.
How much can we improve on that through DEF? Well, in theory, capped DEF (45%) gives you 90% mitigation. So ignoring RES (which also multiplies regeneration), our humble 50.7 HP/sec can be improved to an effective 507 HP/sec through DEF.
How much can we improve through +regen bonuses? Well, enhanced Health gives you like +80% regen, and we can take Numina/Regenerative Tissue for another +45%, and then we can take the rule-of-five limit of 12%, 10%, and 8% regen bonuses (another +150% total, from fifteen set bonuses)), and then if we're really going nuts we can take Physical Perfection for another 40%ish. That's a total of +315% in additional regen.
And heck, while we're at it why don't we throw some +HP bonuses into the mix: +20% from Accolades, and let's say another 20% from IOs. That brings our max HP up to 170%, up from 130% with HPT alone.
Plug all of those regen/HP-oriented bonuses in, and we're looking at about (1874 * 1.7) / (240 / 8.15) = 108.2 HP/sec. That's more than double our original 50.7 figure, but it's still only about 1/5th of the DEF-enhanced number. And as RttC ramps up with the number of opponents, the proportional benefit of those regen bonuses will diminish, whereas the DEF continues to multiply by 10.
An over-simplified example, obviously. It's also purposely extreme. WP Tankers are best served by going for DEF, +HP (and/or +recharge if you're more interested in offense). Regeneration is in a very distant last place.
The corollary is that high-mitigation, low-regen power sets benefit a lot from extra regen. If we were talking Invuln for instance, I'd be all over picking up regen bonuses where you can. Slot out Health? Yes please. Regen bonuses are far from useless; they're just more useful to some than others.
Sorry for the ramble.
A few questions about your build though. Why the Serendipity in Weave instead of another LotG? Doesn't make a big difference in end and ED capping defense in Weave doesn't really do anything either but you do get a 9% acc bonus for 4 LotG. Second question, where are you getting the recovery from? My WP/Elec has Stamina, Quick Recovery and Physical Perfection yet I only sit at 4.35/s (still working on last two Accolades but even with them comes to 4.56)?

Oh, I agree with the Combat Jumping part, the OP wanted Fly, which is why its on my build. As far as FA goes, its for giggles, I don't need conserve power so might as well get something for the free perception and acc bonus if ever needed (I don't think I have turned mine on in a long time for accuracy). What, specifically do you mean? On my Ice tanks the only thing that I ever run into that bothers me in PVE is Fear. Since Fear isn't listed in your Graphs I am assuming you didn't mean that.
Also, on build 7, what are you running that causes such a high end consumption? Not like it really matters much with EA though, just curious. Not sure if you just don't want to or what but showing your builds or even just adding the data chunk/link would probably increase the responses to your post. Its a little hard to comment when just looking at some of the numbers.

I agree and disagree at the same time regarding the extra regen for Willpower. I look at Willpower and regen similar to Invice and defense, both aim for highest numbers with 1 in range. Regardless, you are right that many good sets also include +regen and +HP. I modified my build to include Accolades and the PVP +3% defense power as I didn't include those before. I normally don't include the Gladiator because it alone costs 2 billion. I also dialed it in a little better. I lost recharge for greater defense (hurts a bit, attach chain isn't too bad but KoB and Foot Stomp are slower). This is a hastenless build so a 9 second Foot Stomp isn't too bad.
I should probably state that I hate endurance issues of any sort, so I build to never have that problem.

Question for you, since its easier to put builds together if we know, how much inf are you looking to spend?
Some of my 'go to' sets for nice bonuses and fairly inexpensive/available are listed below. Of course, remember the rule of 5. Most of these will run between 15 and 100 million per set (depending on patience).
Crushing Impact for melee.
Scirocco's Dervish for PBAoEs.
Titanium Coating (I three slot each with end/res, res, res/end/rchrg and 1 res/end of any other set) for resistance.
Red Fortune for defense (slotting is the same as Titanium Coating).
Positron for cones (minus the chance for damage, add in Acc/dmg/end from Detonation).
Thunderstrike for ranged.
Doctored Wounds for heals.
Efficacy Adaptor in end mods.
My more expensive choices are:
Purples where they can fit.
Melee doesn't change unless I am trying to cap some defense, then Kinetic Combat for S/L or Touch or Death for Melee.
Obliteration in PBAoE.
Reactive Armor for resistance.
Luck of the Gambler for defense.
Still Posi for cones.
Devastation (regen & HP), Thunderstrike (defense) or Decimation (rchrg) for ranged.
Still Doctored Wounds in heals, I slot Numina, Miracle and Regenerative Tissue in either Health, Fast Healing or Physical Perfection.
Performance Shifter (with the +end IO) in end mods.
Here is a sample build, it is not cheap but has no Purples and is not soft capped but does have decent defenses, pretty good regen, good global recharge (not great) and very good recovery (you shouldn't ever have to stop, even with Rage crash). Of course I used maximum level IOs, the numbers will change a bit with different levels. I won't claim that this is the best build, I am sure more experienced builders can make one that is a lot better. Also, if you wanted to fully concentrate on 1 or 2 bonuses (HP, regen, recharge, etc.) you would want to change things around. You could switch out the LotG and Numina sets to save quite a bit of inf.

I don't want to get into specific sets as I don't claim to be a great builder. The one thing I will say is experiment. Build your tanker out, review the different sets you can add to each of your powers and compare various interesting looking sets. If you click on the view totals button and then switch between default slots and alternate slots (flip slots to alternative, shift+right click) to compare the effects of the bonuses. Doing this will give you an idea of what the set really does for your character. For instance you can see how much faster you regen from 1-100 with one +10% regen set bonus vs five +10% regen set bonuses. You can also do this for your attacks, just want to look at end, rchrg, dmg, acc, etc..
My last piece of advice, unless you are very wealthy don't get your heart set on any specific set or IO (some IOs can run in the hundreds of millions (one LotG +global recharge is running around 150 - 200 million right now depending on level)). Once you find some sets you find interesting, check market prices. There is no reason to spend an hour or 3 putting an IO build together just to find out that some of the sets you wanted are way out of your price range. Once you start building for specific bonuses this can have quite an impact on your build, even to the point of having to start over.
Personally, I have a lot of fun putting builds together that I can afford. With i19 on the horizon I have been making non Fitness pool builds for all my toons. While I don't have the technical skills to make Fitness inherent and the patch isn't working it is still fun. I have to slot brawl/rest to make up for what I will put in Health/Stamina. Then take the recovery/regen rates from my build with Stamina/Health to gauge what the new inherent Fitness build will look like.

Yeah, the Data folder of Mids. Unless I did it totally wrong haha, there wasn't anything to extract... It was a zipped folder, but maybe my computer automatically extracts. I opened the zip, copied all the files, and pasted them to the Mids data folder (replacing the ones from Mids). Was this wrong?

hmmm... The newest download allows my Mids to open but no inherent Fitness. :-( Any ideas?
