No, what it does is cause all your KM attack powers to put a buff on you whenever you use them for a few seconds. In other words, you won't actually receive any benefit unless you are attacking using KM powers only. The more attacks you make, the more buffs you will get, up to 5 stacking buffs at a time.
the tohit buff portion lasts for the duration of the power, each kin melee attack adds +dmg and the +dmg buffs stack up to 5 times

Aura is there to indicate that you are under the effect of Power Siphon.

I'm trying to understand this power. Once I activate this power around a enemy or a group of enemies, at that moment, is that when the power is in full effect? In other words, When I click on it, does the to-hit buff kick in? Also, I noticed that once I click on this power, there is a aura around my character. Was that animation created to let me know that the to-hit buff is still going on until it disappears? Help! Thanks
