Plant/Storm, new player first IO build thoughts
Just a quick note that to 'afford' a Luck of Gambler +recharge, all you need to do is run tip missions for four days (on either pure hero or pure villian character), and use the 2 resulting Alignment Merits to buy a recipe outright from the Alignment Merit vendor. You can then slot it if you want one, or sell it and use the resulting inf to but a *lot* of sets of Thunderstrike. :-)

Thank you grouchy, I didn't know that, there is a lot I still don't know being new. Can regular merits be mailed from one toon to another? My villains seem to get a lot more than my heroes
I tried to mail a Raptor pack from one toon that didn't need it but had it, to another who needed it but didn't know about it til after level ten, but that didn't seem to work.

PS I just read in another thread about recharge from the alpha slot so maybe that will help me get perma hasten as well, is there a recharge/dmg alpha combo?
sadly cant mail merits from one toon to another. But doing the morality missions to get the IOs you need when you are new is dead on perfect advice. It's rough when you first start out and this new system of merits has really helped. Especially seeing as how the markets current prices are a little crazy right now for people who dont have billions saved up.

You can't mail Raptor Packs, or any temp powers. However, your have other options for getting them:
- Join a mayhem/safeguard with characters of the appropriate level, and you'll get the temp power at the end provided you've never had it before on that character.
- Go to Grandville (redside) or the Firebase Zulu (blueside) and buy one for a very reasonable 10,000 inf. Grandville is much easier to get to, as you can run to the jetpack vendor through an area with no hostiles. Firebase Zulu is reached via Peregine Island, and is more of an adventure. However, you could probably find someone willing to sidekick you up for the trip.
Sadly, the alpha slot is either damage or recharge. The details are here:

Thank you again for all the awesome advice. I thought my problems were solved when I saw a raptor pack on sale at Pocket D for 10k inf but then I noticed it only lasted 2 minutes instead of two hours.
I have what seems like a lot of inf to me as a starter player, about 24 mill inf, mostly from winning costume contests under Atlas (I love my designs and spend way too long making them but it's fun!) but looking on the auction house, that's just a fraction of what I see one receipe (the stealth one) going for, so that was kind of a bummer lol Do Stealth IOs also cost only two days of alignment missions?

I've been playing coh about a month now. If I did it right this is my Plant/Storm build. This isn't a question about powers, but more about if any of these IOs would be so high in price a new toon would never be able to afford them? Or also if any of the choices don't make any sense. Like I have one purple, the pet chance for build up.
I thought at first the tornado would have a chance for build-up all sixty times it did damage, but then I read it only checks every ten seconds, if that's true it hardly seems worth it?
I tried to be true to each power, giving those used a lot more slots (when needed) and emergency powers like sleep and thunderclap fewer slots, while still trying to gain decent set bonuses, endur recovery, some recharge, dmg and accuracy. If anyone has any suggestions for how to add more recharge on the cheap, I'm sure I couldn't afford luck of the gamblers, or PVP or purple sets.
I see this toon as mostly solo, duoing occasionally, teaming rarely, and trying to be well rounded to take out both groups (farming?) and maybe an AV with tornado.
Hopefully I did this right, it's short form fruit salad.
