Also when clicking "Try our other retailers" it just feeds you back to the NCsoft site, would be helpful if their servers drop out like this often if they DID have other sites you could go to get them.
I got the same error message recently, they were checking my card address against the location of my IP (recently moved from Kansas to NYC) and rejecting it.
I havent moved in like 8 years so I do not think its that. I'll just try again later. If nothing, well i guess they really dont want my money :P
My recommendation is check your browser.
I had this problem, the NCSoft site wouldn't allow me to buy anything with Firefox. Switched to IE (ick), and it worked fine.
If nothing else, if you're using a different browser, you can try switching to IE for the transaction and see if it works.

Something like the AE version, or GR CC there would be links elsewhere.
If it's refusing you, try contacting support (link at the top of the store page).

I had problems with changing the credit card on my account through Mozilla. Support told me to try another browser. Using IE the change worked fine. Sounds like Microsoft has subverted NCSoft.
