Strategy for keeping phantam army out most of the time?

Title pretty much saids it all I have hasten, and any tips for getting another attack? I know I will enjoy ill/rad later but I am finding casting blind and spectral wounds very boring.

You have to produce enough recharge via IO set bonuses and AM to have Phantom armies recharge faster then its duration. Your only going to accomplish this through slotting IOs and have enough powers and slots needed to get Perma PA. I do not know what the minimum level is for this but I am sure someone on the forums has it, as this is a common question for PA

The only way to keep PA out most of the time is to boost your Recharge. That's hard to do in lower levels unless you have a Kinetics or another Rad on your team. If you are a member of an SG, you can get a Recharge buff from an Empowerment station in a base -- there are three recipes (using salvage) that will buff your Recharge for an hour.

In lower levels, using Deceive a lot will help. Scan the group of foes for targets who will give you the most benefit of the power. You can also take Air Superiority in low levels for a third attack, but it requires you to go into melee -- that tends to make things a little bit more interesting. Then you will have an attack chain of Blind-SW-Air Sup.

Make sure you are effectively using your debuffs, too. That adds some strategy to the lower levels.

You are going to need about 103%+ base global recharge bonus to keep PA out all the time. You are going to need at least one purple set (coercive persuasion) a couple basilisk gaze sets (boy that hurt the bank) and some other not so bad sets. Then you gotta maintain both hasten and AM during combat to kick you up to 203%+ global recharge. Empowerment buff helps as will the Geas of the kind ones accolade and the timelord accolade bonus. Getting that lvl or recharge is really hard early in the game if not impossible by yourself without a kin around. In the meantime you can have a ton of fun with deceive, blind, spectral wounds, (I took air superiority during my first run through as well) though its not the biggest attack chain out there, later on you will find that most fights you will have so many options that its hard to use them all in one fight. Stick with it. Ill/rad has been the most fun toon I've played in this game and I'm sure you will enjoy it.

Like many sets Ill/Rad gets better as you level up and better still with IO bonuses.

Like Local said you'll want to use your debuffs and Deceive is a great power... it's effective the entire way to 50 to "recruit" assistance and take a problematic mob out of the fight. It's also no-aggro, so you can sit there and stack it on a boss without drawing attention.

One trick that works well is to deceive a mezzer or Malta Sapper and watch him mez/drain his buddies. I usually use a chain in the low levels of PA, Deceive, debuffs on a boss or LT... typically the one I deceived , Blind/Spectral Wounds on another handy mob until everything but the debuff anchor's dead. Then it's Blind/SW/another attack or just wait and repeat until the boss is dead.

In order to get perma-PA you need ~206% global recharge (including Hasten and AM) and PA slotted to ED cap recharge. Obviously this gets into pretty serious IO set bonuses and isn't cheap. Still, it doesn't have to cost billions either. At a rough guess 500 million - 800 million should get it done.

Check out Local Man's guide for more specifics, he knows far more about Ill/Rad than I do; I've picked his brain quite a bit while building my Ill/Rad.

Hasten is a 70% Recharge buff. AM is a 30% Recharge buff. I keep Hasten on auto, and fire off AM whenever it is up (or may hold off between fights, then fire it off just before going into battle). In a fight? definitely run both at the same time. Those give you 100% of the 206% you need for Perma-PA if run together.
